This position is located in the Crime Prevention and Criminal Justice Section (CPCJS), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will report directly to the Crime Prevention and Criminal Justice Officer, Team Leader of the ‘End Violence against Children’ team, and work under the overall supervision of the Chief of Section.

Responsibilities
Under the direct supervision of the Crime Prevention and Criminal Justice Officer, Team Leader of the ‘End Violence against Children (ENDVAC)’ team, the Crime Prevention and Criminal Justice Officer (Project Leader) will, within assigned authority, be responsible for the management of projects in the ENDVAC portfolio including – inter alia – the EU-funded Project “STRIVE Juvenile: Preventing and Responding to Violence against Children by Terrorist and Violent Extremist Groups” and the US funded ‘Protecting children in Nigeria’. In particular, the incumbent will be responsible for the following specific duties:
• Lead ENDVAC project activities at the global level and in beneficiary countries, ensuring a participatory approach and coherence with strategic objectives of the projects. Oversee the supervision of project activities and monitoring throughout the implementation of the projects.
• Deliver outputs and achieve project results in close collaboration with the project teams, project beneficiaries and donors.
• Participate in and provide support in coordinating the formulation, planning and implementation of ENDVAC project activities in project countries, including by supporting needs assessments, law and policy reviews, outreach activities, training workshops, seminars, and other activities as necessary.
• Lead the learning, research, monitoring and evaluation process of ENDVAC Projects, which includes the ongoing supervision of project activities, exercising quality control over their outputs, identifying, in partnership with thematic experts and national staff, ongoing problems and issues to be addressed, contributing to corrective actions and tracking follow-up actions.
• Ensure smooth coordination and cooperation among the teams of staff and experts contributing to the projects, as well as with national counterparts and other partners.
• Serve as the Secretary to project steering committees.
• Foster regular communication and coordination between team members, at global and national levels, including with Information Technology Support experts and the knowledge management experts.
• Guarantee coherence and overall coordination of global and national components of ENDVAC projects.
• Ensure close coordination amongst co-implementing and associated project partners, including civil society, during the course of project implementation.
• Participate in and contribute to the substantive coordination of activities with other UNODC/UN entities, Member States, and external partner organizations, as necessary.
• Lead and guide project teams consisting of UN staff and consultants and/or Individual Contractors, ensuring work is presented according to the project work plans.
• Guide and support team members.
• Participate in the selection of personnel and experts, according to priorities and needs within the project.
• Assist in assessing the performance of project team members.
• Carry out financial and administrative duties necessary for the proper functioning of the ENDVAC projects, in consultation with the Team Leader, End Violence against Children and in close collaboration with relevant Headquarters focal points.
• With the support of other team members, prepare budgets, monitor and report on the expenditures and the utilization of financial resources under project segments for the beneficiary countries and draft or contribute to financial progress reports, ensuring compliance with UN financial rules and regulations as well as applicable reporting requirements.
• With the support of other team members, prepare and disseminate costed workplans, terms of reference and other related project documentation.
• With the support of other team members, maintain close working relationships with relevant administrative and project counterparts in order to facilitate meeting of work plan, travel plan and procurement plan deadlines for delivery.
• Review and prepare relevant documents and reports.
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
Advanced university degree (Master’s degree or equivalent) in international law, criminal law or social science is required.
A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

At least five years of progressively responsible and directly relevant professional experience in the area of project management delivered with multiple partner countries is required.
Work experience in the engagement and contract management of implementing partners is required.
Work experience in establishing and maintaining working relationships with civil society organizations, including evaluating and assessing grants proposals is required.
Work experience in the area of child rights is required.
Work experience in the area of protecting children from terrorism and violent extremism is desirable.
Work experience in managing projects funded by the European Union – including participation in verification missions – is desirable.
Work experience in supporting the active involvement of children and youth in the identification and selection of partners is desirable.
Work experience in conducting and/or coordinating research in the area of criminal justice is desirable.
Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is an advantage.
