Context
The destabilizing effect of illicit trafficking flows and their impact on development and security in Mozambique and neighbouring countries are extremely serious. Criminal networks have intensified their operations on the East African Coast and expanded illicit trade activities across the Mozambique Channel. The profits generated from organized crime groups through illicit trafficking of drugs, humans, weapons, wildlife products and others are used to fuel other crimes and foster corruption. The United Nations Office on Drugs and Crime (UNODC) is mandated to provide assistance to requesting countries in their efforts to address the legal and criminal justice aspects of countering terrorism and organize crime. Since 2019, UNODC has been working jointly with the Government of Mozambique to support its response to violent extremism, terrorism and organized crime, drug prevention, treatment, care and rehabilitation of drug users, including HIV prevention, as well as to enhance the country’s criminal justice responses, as outlined in the UNODC-Mozambique cooperation framework document (the “Maputo Roadmap of UNODC engagement in Mozambique”). The overall objective of UNODC’s engagement in Mozambique is to assist the authorities in having a holistic, effective and pragmatic response in this fields, with a view to strengthening the rule of law in Mozambique and restore the confidence of populations towards their criminal justice system. Specifically, UNODC intends to strengthen the capacities of relevant national authorities through legislative assistance, technical assistance on criminal justice and law enforcement, as well as through the promotion of regional cooperation. This includes the implementation of a series of training activities for investigators, prosecutors and judges working on serious crime. UNODC will build on this assistance through the delivery of further capacity building assistance for relevant Mozambican criminal justice officials in the context of the Maputo Roadmap. The position is located in the Programme Office in Mozambique (POMOZ), Regional Office for Southern Africa (ROSAF) with duty station in Maputo, Mozambique, within the Division for Operations (DO) of UNODC.
Task description
The UN Volunteer will undertake the following tasks: • Support the design and delivery of training activities in the areas of CT and Drug Trafficking • Carry out various tasks related to project planning, implementation, monitoring and evaluation. • Provide logistic support for events: list of participants, rooming lists, transfers, agendas, preparation of all elements related to conference room for events, printing, including but not limited to liaising with interpreters, IT, sound equipment and operators, and inter alia. • Provide support to the implementation of projects in Mozambique, in particular to the implementation of the overall cooperation framework of UNODC in Mozambique (Maputo Roadmap) • Support the engagement of UNODC with other UN agencies in Mozambique. • Work with the UNODC Office in Mozambique to facilitate the development, implementation, monitoring and evaluation of assigned programmes and grants, etc.; monitor and analyze specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant headquarters and field staff; identify and track follow-up actions. • Carry out basic research on selected aspects of programmes, operations and other activities, etc., including collecting, analyzing and presenting statistical data and other information gathered from diverse sources. • Support with recruitment processes (consultants documentation, evaluations, timesheets, etc.) • Reporting (donors, internal reporting, collecting feedback from beneficiaries, etc) • Monitoring and evaluation (data collection, entry and analysis) • Produce monitoring reports including those relating to progress, performance and impact of programmes and grants in compliance with donors and organizational requirements. • Perform any other duties as required.

Required experience
3 years of experience in the national and/or international level in aspects linked to international development; experience with areas related to international relations, law, and/or crime is mandatory. Experience working in the UN or other international development organizations is desirable. • Sound planning and organizational skills are required, as well as experience in supporting the organization of events, preferably UNODC and capacity-building activities. • Prior exposure to international cooperation processes, as well as knowledge of the UNODC mandates and activities is desirable. • Sound oral and written skills; excellent drafting and reporting skills. • Accuracy and professionalism in document production and editing. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; and office technology equipment. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Sound security awareness. • Have affinity with or interest in criminal justice, prevention of transnational organized crime, counter-terrorism and drug use/HIV prevention and care, volunteerism as a mechanism for durable development, and the UN System.

Living conditions and remarks
Mozambique is located in the south-eastern coast of Africa, bordering South Africa, Eswatini, Zimbabwe, Zambia, Malawi and Tanzania, and has a population of over 29 million people. Maputo, its capital city and the assignment duty station, is a very pleasant city that offers a wide range of facilities, such as supermarkets, restaurants, banks and ATMs. Meals cost on average between 7 and 20 USD. Private health care clinics are available, as are communication and transport services. Apartments and houses for rent are priced between 700 to 2,000 USD/month. As of April 2023, the exchange rate no the local currency – the Metical – stands at 1 USD to around 63.10 meticais (MZM). The hottest and wettest months in the Maputo Province are December to February. During these months, the average daily minimum temperatures is around 22°C, with average daily highs of 30°C. The rainy season is between October and April. Winters (June to August) are mild with the average daily temperature ranging from 13°C to 24°C. The country hosts fine beaches and game parks and wildlife reserves (including in South Africa) are easily accessible from Maputo. It must be noted that since 2017, the northern province of Cabo Delgado has been affected by violence and conflict, leading to high levels of internal displacement. Currently there are no significant security threats in Maputo and not direct threats to UN personnel or assets in the province. It is the UN Volunteer’s responsibility to comply with immigration, customs and health requirements while entering/exiting the country. Overall, Mozambique is a unique country and provides for an interesting and enriching environment, but also requires a high level of cultural awareness, as well as personal motivation and commitment than elsewhere to make life comfortable and affordable. As such, flexibility and the ability and willingness to live in different settings are essential.
