Context:

The IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to end forced migration and/or improve displacement conditions. IOM has also a leading role in the Camp Coordination and Camp Management (CCCM) Cluster, participates in coordinated humanitarian responses, and engages in inter-agency collaboration to meet the needs of affected-persons and contribute to their protection.

More than a year since the start of the conflict, Sudan is experiencing a humanitarian crisis of epic proportions. The Sudanese people continue to pay a heavy price for ongoing fighting. Time is running out for millions of people in Sudan who are at imminent risk of famine, displaced from their lands, living under bombardments, and cut off from humanitarian assistance. Sudan has already become the world’s largest internal displacement crisis, with ten million displaced, hungry and vulnerable to exploitation and abuse.

To ensure a coordinated response, IOM is looking for a Cross Border Programme Coordinator to be based in Farchana in Chad to supervise IOM response under the Famine Prevention Plan. Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Sub-Office/Senior Emergency Coordinator, and in coordination with relevant units, the Cross Border Programme Coordinator will be responsible and accountable for the following activities:

Core Functions / Responsibilities:

  1. Oversee and manage IOM’s humanitarian response programs and related operations from Chad in accordance with IOM Standard Operational Procedures.
  2. Supervise and manage project staff in Farchana, including hiring, providing training, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure the highest standards of work and operational capacity.
  3. Provide expert guidance and advice to programme staff on policies and procedures related to emergency programmes and build staff capacity.
  4. In coordination with the Resource Management Unit, backstop administrative and financial management aspects of relevant projects, identifying resource or financial deficiencies, and initiating or proposing corrective action.
  5. Review and assess project progress and programme activities and take corrective or alternative action for programme improvement and success.
  6. Prepare regular, special and other required reports.
  7. Liaise with donor representatives present in Chad and provide briefings and updates on IOM’s activities and projects in order to fund projects, negotiate with donor representatives and to play an active role in resources mobilization.
  8. Provide support and expert guidance for the development of new project ideas and programmes in line with IOM humanitarian response strategy and review project proposals before submission to donors.
  9. Meet with implementing partners to provide advice and oversight, and to resolve implementation problems as required.
  10. Represent IOM in related meetings with United Nations (UN) and non-governmental organizations (NGO) counterparts.
  11. Support all relevant sectoral working groups, including NFI/Shelter, CCCM, health, protection and education groups with strategic and operational input, as needed. Contribute towards the elaboration of SOPs, harmonized approaches, contingency plans and disaster reduction strategies.
  12. Undertake international and national duty travel and field visits as required.
  13. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Substantial field experience in operations, emergency work, including support to displaced populations and/or project management;
  • Experience in transition and recovery programming, as well as emergency preparedness and response;
  • Experience in liaising with governmental and donor authorities as well as with national and international institutions; and,
  • In depth knowledge and previous in cross border experience.

Skills

  • Demonstrated capacity in project management and budget tracking, including grant management and infrastructure rehabilitation;
  • Leadership skills; and,
  • Proven track-record in successful project development.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
