BACKGROUND

Almost a quarter of the world’s population lives in substandard shelter, affecting their health and livelihoods and their children’s education. Since 1976, Habitat for Humanity has helped more than 10 million people worldwide improve their shelter conditions. Yet, Habitat’s construction efforts alone cannot keep pace with the massive and growing need. In fact, no response by governments or private philanthropy alone can meet the shelter needs of 2.8 billion people.

Habitat for Humanity established the Terwilliger Center for Innovation in Shelter (Terwilliger Center) to work with housing market systems by supporting local firms and expanding innovative and client-responsive services, products and financing so that households can improve their shelter more effectively and efficiently.

This approach is based on the understanding that the role of local markets is critical. Indeed, most low-income people already use available market options to put a roof — no matter how frail or insecure — over their heads. These transactions in the local market far outstrip any philanthropic effort to improve shelter.

Therefore, Habitat for Humanity strives to make markets work more effectively for people in need of decent, affordable housing. Ultimately, Habitat for Humanity can have exponentially more impact by improving systems that make better housing possible for millions more families.

Scope of work

• Develop a roadmap that reflects the Terwilliger Center’s impact areas and programmatic approach to addressing climate in its portfolio including defined metrics for capturing the impact, unpacking potential metrics where not clear, and incorporating relevant learning questions.
• Develop a climate impact narrative that reflects the Terwilliger Center’s climate work and future vision based on learnings.

Methodology

This consultancy will be managed by an internal, fixed-term working group that will provide oversight and management of the creation of the roadmap and the impact narrative with the consultant. They will be your main contact and engagement point bringing in relevant documentation, programmatic perspectives, etc. That group includes team members from the following Habitat and Terwilliger Center sub-teams a) monitoring, evaluation, accountability and learning (MEAL) teams; b) market influence; c) lab climate specialization; and d) housing finance systems.

The process should be consultative, elevating the key work that’s already happening. You will do a desk review of internal reports and documents, speak to relevant teams and workshop ideas together. Therefore, it is suggested to host 2 workshops (one remote, one in person ) to support the development of the roadmap with a group of 7-10 participants.

TIMEFRAME
This project will commence with an inception meeting on 30 August and run through 31 December 2024.

KEY COMPETENCIES

Habitat will consider individuals or firms with the following characteristics:
a) Established knowledge and experience in environmental sustainability topics including familiarity with climate change mitigation and adaptation, circular economy and related topics.
b) Knowledge of the
– intersection of climate and adequate housing in global south contexts.
– climate finance, particularly as it relates to housing and /or consumer finance, as well as familiarity with climate finance taxonomies
– the startup ecosystem and impact investing and/or
– market systems approaches.
c) Independent and able to identify the resources needed, to synthesize information, to conduct desktop research and organize information into a final knowledge product.
d) Excellent facilitation skills to draw out key concepts and work in a global environment, including identifying new potential synergies within a matrixed environment.
e) A collaborative spirit – this consultancy will be done in consultation with leaders within TCIS and with a working group.
f) Spanish-proficiency is required to conduct this consultancy effectively.
