The Office of the Director of National Intelligence (ODNI)’s Cyber Threat Intelligence Integration Center (CTIIC) serves as the Director of National Intelligence’s (DNI) node for cyber intelligence integration across the IC enterprise. CTIIC is responsible for ensuring analytic integration of cyber intelligence across the IC (Analytic Integration Directorate), carrying out the ICD-900 mission management and policy support functions through the Office of the National Intelligence Manager (NIM) for Cyber, and through PPD-41, leading intelligence integration and support to respond to cyber incidents through the Unified Coordination Group. The ODNI’s Cyber Threat Intelligence Integration Center (CTIIC) is looking for analysts to help grow our center and be a part of the new wave of government cyber intelligence. Develop and produce, under supervisor direction, defined finished intelligence products in support of United States (US) foreign policy and national security interests.

Build global situational awareness of significant cyber threat intelligence by independently identifying, researching, and assessing intelligence reporting.

Maintain awareness of current cyber intelligence issues and policymaker priorities.

Research and produce intelligence products that leverage multiple sources of information to set significant cyber threat reporting in context and highlight US response actions.

Coordinate with IC officers and federal cyber centers to gather insights into significant cyber threat reporting.

Build understanding of significant cyber threats for non-specialist customers by explaining activity and avoiding jargon.

Perform proactive community outreach and collaboration activities by planning and engaging in internal and external information sharing, fostering collaborative relationships with interagency partners, and communicating timely and relevant intelligence information.

Promote the sharing of information and knowledge from intelligence reports by effectively recognizing, valuing, building, and leveraging diverse and collaborative networks within ODNI, with other federal cyber centers, and across the IC.

Develop oral briefings and written reports, under supervisor direction, for ODNI leadership and senior internal and external customers on cyber intelligence activities and/or threats.

Attend internal and external training, seminars, or conferences on broad or more strategic subject areas.

Develop and continually expand personal knowledge of analytic tradecraft and cyber and technology issues.

Maintain contacts with counterparts in other IC organizations to keep abreast of current developments, resolve problems, eliminate duplication, and share information.

Develop and continually expand personal knowledge in area of expertise.

Other duties, as assigned.

ODNI All Source Analysis areas of expertise include: Counterintelligence, Counterproliferation, Counterterrorism, Cultural Expertise (Economic, Regional, Military, Political, Leadership, Psychological, etc.) Cyber, Intelligence Disciplines (INTs) Intelligence Topics, Languages, Scientific and Technical Intelligence (S&TI), and Targets.

Qualifications

Conditions of Employment

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements:

Provide a 2-3-page writing sample in addition to a cover letter.

At least one year as an all-source intelligence analyst or one year as a cyber threat intelligence analyst responsible for producing all-source written production.

Fundamental ability to research, develop, and write high-quality analysis and briefings on key US foreign policy and national security objectives focused on a specific region or transnational issue for IC consumers and policymakers.

Basic oral and written communication skills, including the ability to clearly convey complex information and technical data.

Fundamental ability to identify inconsistencies and biases, study relevant perspectives, question key assumptions, remain open-minded, and change opinions based on new information and requirements.

Fundamental ability to communicate information and judgments to generalists as well as specialists.

Fundamental ability to work effectively both independently and in a team or collaborative environment.

Fundamental ability to maintain and develop effective working relationships within the IC for exchanging information and promote information-sharing practices across the ODNI and IC.

Basic creative problem-solving skills and initiative in carrying out mission responsibilities based on senior-level guidance in a fast-paced environment.

Fundamental ability to brief counterparts and senior officials on current intelligence products, answer questions, and provide supporting information.

Fundamental ability to manage competing priorities, change focus quickly as demands change, and demonstrate initiative in carrying out mission responsibilities in a fast-paced environment.

Basic ability to promote information sharing practices across the ODNI and IC.

Desired Responsibility:

Previous experience working as an analyst covering regional or cyber issues.

College or graduate school degree in international relations, computer science, or related areas is preferred.
