DATA ANALYSIS AND REPORT WRITING FOR VULNERABILITY RISK ASSESSMENT AND IMPACT ANALYSIS OF AFFECTED COMMUNITIES/ASSESSMENT AND ANALYSIS OF EXISTING FORECASTING AND EARLY WARNING SYSTEMS/TRIGGER MECHANISMS

BACKGROUND
CRUDAN (Christian Rural and Urban development Association of Nigeria) is a faith based national non-governmental organization established in 1992. CRUDAN is involved in development and humanitarian relief and supports rural communities to achieve sustainable development. CRUDAN has served in the Northwest and Northeast of Nigeria for over 15 years in governance, food security and livelihood programming, Water Sanitation and Hygiene (WASH) interventions, and community capacity development initiatives. CRUDAN has been in partnership with Oxfam in Nigeria over the last 7 years. This partnership has birthed a project titled Early Warning & Response Mechanisms (SEWaRM). The project is a Welthungerhilfe Anticipatory Humanitarian Facility (WAHAFA) funded project.

The project is a proactive humanitarian initiative aimed at mitigating the effects of drought in Katsina and flooding in Adamawa states. It focuses on the development and implementation of Early Action Plans (EAPs) to empower vulnerable communities to prepare for potential hazards. We believe in this approach and its potential to save lives, preserve livelihoods, and build resilience in vulnerable communities. Through timely interventions such as early warning systems, and community-based preparedness programs, anticipatory humanitarian action empowers communities to better withstand and recover from shocks and stresses.

Vulnerability risk assessment and impact analysis as well as effective forecasting and early warning systems (EWS) are crucial for developing relevant EAPs necessary in mitigating the impact of potential hazards. These systems play a vital role in providing timely and accurate warnings, enabling communities and authorities to take appropriate preparedness measures and minimize loss of life and property.

The specific objectives of the project include:

  • To understand the risks, hazards and their
    impacts on the target communities/LGAs of Katsina and Adamawa states
  • To promote stakeholder engagement towards the institutionalization of anticipatory actions systems
  • To strengthen community involvement in the development of EAPs towards addressing hazards and risks for targeted communities

Activity Objectives:
The specific objectives of the activity include:

  • To systematically identify and analyze the existing vulnerabilities and risks faced by the affected communities in Katsina and Adamawa states.
  • To conduct a detailed impact analysis to evaluate how recent hazards have affected the livelihoods, infrastructure, and well-being of the communities.
  • To map existing forecasting and to carry out impact-based forecasting analysis including a historic hazard analysis of impacts, their utilization and localization.

Justification/Rationale

Conducting a vulnerability risk assessment and impact analysis of affected communities is essential for understanding the specific risks and threats they face. This process helps identify the most vulnerable populations, the nature and extent of potential impacts, and the underlying factors contributing to their vulnerability. By systematically assessing these aspects, stakeholders can develop relevant early action and analyzing existing forecasting and early warning systems, as well as trigger mechanisms, is crucial for improving disaster preparedness and response. These systems play a vital role in providing timely and accurate information that can help mitigate the impact of disasters and develop contingency plans to improve preparedness and response capabilities. This also helps to build resilience and reduce the negative consequences of potential disruptions.

This activity will be contributing to the projects’ main objectives; to mitigate or prevent the impacts of floods and drought in at most risk communities in LGAs in Katsina and Adamawa States through the development and operationalization of an early action protocol and to reduce disaster risk as well as improve response effectiveness of stakeholders and communities on effective EAP development and operationalization of the EAP.

Methodology/Strategies

The methodologies/scope of work for this activity will encompass the following activities:

DATA COLLECTION METHODS:

Quantitative Data: A survey was carried out and a questionnaire was developed and deployed into the Kobo Collect application. A simple random sampling technique was used to select beneficiaries (both individuals and households) in five communities in Katsina (Yanduna, Hue, Baure, Yanmaulu, and Baban Mutum) and five communities in Adamawa (Imburu,Zagun, Gbalam, Luwe, and Hayin Gada). Sample sizes was determined using the Rao soft sample calculator with a 95% confidence level and 5% margin of error.

Qualitative Data: Focus Group Discussions and Key Informant Interviews were conducted in three sessions: one for Women, Men, and Youth, each session including representation from Persons with Disabilities (PWDs). Participants included are: Community Leaders, Local and State Government Officials, NiMet (National, Adamawa, and Katsina), SEMA (Adamawa and Katsina), NIHSA (Adamawa), Niger River Basin Authority, and Baure and Numan Community Members.

The process of extracting meaningful insights from raw, unstructured data requires a thorough statistical and computational method and maximizing the value of its data assets.

OBJECTIVE

The primary objective of this role is to leverage data to drive effective communication and representation of result as well as improve decision-making by extracting valuable insights from data and translating them into actionable recommendations, also to help organizations optimize operations, identify new opportunities, and mitigate risks.

SCOPE OF WORK

Data Exploration and Analysis:

  • Conduct exploratory data analysis (EDA) to understand data characteristics.
  • Identify patterns, trends, and anomalies within the dataset.
  • Utilize statistical methods and techniques to analyze data.
  • Build predictive models and conduct hypothesis testing.

Data Visualization:

  • Create clear and informative data visualizations (charts, graphs, dashboards).
  • Communicate findings effectively to both technical and non-technical audiences.

Reporting and Insights:

  • Develop comprehensive reports summarizing data findings and insights.
  • Present actionable recommendations based on data analysis results.

DELIVERABLES/SUCCESS INDICATORS/EXPECTED RESULTS

The following deliverables will be expected at the end of this activity:

  • Conduct comprehensive data exploration and analysis to identify trends, patterns, and correlations within data.
  • Develop and implement data analysis models
  • Create informative and visually appealing data visualizations
  • Develop robust data cleaning and preprocessing pipelines to ensure data quality.
  • Build predictive models using statistical and machine learning techniques.
  • Create interactive data visualizations to communicate findings effectively.
  • Develop detailed reports and presentations summarizing key findings and recommendations.
  • Work closely with the MEAL Officer and other CRUDAN project staff to deliver tasks

MEANS OF VERIFICATION

REQUIREMENTS:

  • Bachelor’s degree in Statistics, Mathematics, Computer Science, Economics, or a related field
  • Strong proficiency in data analysis tools and programming languages (Python, R, SQL, etc.)
  • Excellent problem-solving and critical thinking skills
  • Ability to communicate complex findings effectively to both technical and non-technical audiences
  • Strong attention to detail and accuracy
  • Experience in data management and analysis (Links to previous works such as developing a comprehensive report representation of key findings in graphical charts, etc should be included in Resume).

EVALUATION CRITERIA

Candidates will be evaluated based on their qualifications, ability to communicate complex technical information clearly and concisely, relevant project experience in data analysis and consulting.
