How can you make a difference?

Background and Rationale:

The purpose of this consultancy is to support the automation of data that is regularly collected by Country Offices. Hence, ROSA aims to hire a consultant that:

1. 1. Supports the creation of code in open-source software that automate the creation of reports, graphs, and tables used by the Country Offices for advocacy on children’s policies.
   2. Supports the creation of dashboards that visualize the data that is regularly collected by the countries.

Key Assignments/Tasks:

• Support the automation of reports, graphs, and tables.
• Support the creation of dashboards.

Key Deliverables:

MICS Automation: Supporting the creation of code that automate thematic and subnational reports requested by the SAR countries.

1. Create subnational snapshot templates that enable Country Offices to produce MICS reports in their local languages; number of days required – 15.
2. Create a code library in R for each of the indicators used by MICS 5, 6, and 7; number of days required – 25.
3. Create dashboards that compare MICS indicators for SAR countries with relevant benchmark countries and with the latest available data; number of days required – 20.

GIS evidence generation: Supporting the use of remote sensing and geographical information systems to inform ROSA sectors on potential and current policies and programs.

1. Create a list of potential open data sources of geographical information relevant to the sectors at ROSA; number of days required – 15.
2. Create code that use the relevant data from the rasters in Earth Engine and provide subnational values for SAR countries; number of days required – 30.

Automation of non-MICS reports: Support the creation of codes that standardize the generation of recurrent reports that are related to data sources beyond MICS.

1. Create and keep a list updated of potential recurrent reports that the sectors (both at ROSA and at country levels) that can be automate it; number of days required – 5

2. Create and keep a list updated of potential recurrent reports that the sectors (both at ROSA and at country levels) that can be automate it; number of days required – 5

3. Support the creation of code that automate the production of the previously identified reports with their corresponding visualization tools; number of days required – 45.

To qualify as an advocate for every child you will have…

1. Education:
   • Advanced university degree in statistics, computer sciences, software engineering, or similar.
2. Work Experience:
   • Verifiable experience in developing of dashboards in PowerBI, Tableau and R Shinny [applicants should provide a link to a dashboard they created in the past or a reference of the institution for which the applicant built a dashboard].
   • At least two years of working experience coding regular reports in R and/or Python [shortlisted applicants will be requested to do a coding test to verify this skill, the test will take 1 hour in which the applicant should develop functional code that performs specific tasks regarding data management and visualization].
   • At least one year of working experience working with Earth Engine is an advantage [applicants are encouraged to highlight in their application jobs in which Earth Engine was used, and for what tasks].
   • At least one instance of exposure to emergency/humanitarian context will be an asset.
3. Language Proficiency:
   • Fluency in English is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
