Background and Rationale:
The Regional Office for South Asia (ROSA) assists Country Offices in the region in the design, implementation, and assessment of their programs. Regarding data management and visualization, ROSA aims to support the countries in improving their data collection strategies, defining robust analytical methodologies to generate knowledge to support evidence-based policies and programs, and designing data visualization tools and strategy that allows messages to clearly arrive at the target audience. ROSA aims to support countries in the automation of regular reports. Due to the global trend of moving printed reports into interactive dashboards, ROSA aims to support the countries that have regular data collection events to automate the creation of reports linked to them. In this context, the main example is the MICS, which Country Offices regularly collect to understand the situation of children in the country and from which different reports are being produced. By automating the data analysis and facilitating its display into dashboards, the countries will be able to produce multimedia products that support the creation of evidence-based policies for the sustainable development of children.
Purpose:
The purpose of this consultancy is to support the automation of data that is regularly collected by Country Offices. Hence, ROSA aims to hire a consultant that:

MICS Automation: Supporting the creation of code that automate thematic and subnational reports requested by the SAR countries.
GIS evidence generation: Supporting the use of remote sensing and geographical information systems to inform ROSA sectors on potential and current policies and programs.
Automation of non-MICS reports: Support the creation of codes that standardize the generation of recurrent reports that are related to data sources beyond MICS.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
