This post focuses on the collection, analysis and use of data to help connect analytics, monitoring and learning to support evidence-based programming and advocacy to accelerate results for children.

This post provides leadership, oversight and technical capacity for responsible collection and use of data within UNICEF and with its partners. The post will facilitate UNICEF’s custodianship and co-custodianship role for child-focused SDG indicators, and will help position UNICEF’s value proposition in data, in order to anchor children at the center of national planning and investments, policy making as well as monitoring of outcomes of programmes and results for children. It will provide technical support to Country Offices and country partners in their planning and implementation of data collection, management and analysis work to strengthen statistical and strategic analytical evidence on child rights issues in the EAP region to inform programming, and to monitor and assess progress towards achieving SDGs for children. 

The incumbent will provide oversight for the management of the Multiple Indicator Cluster Surveys (MICS) and other household surveys, as well as the strengthening of administrative data systems.  The post will further support data governance to ensure that the seven principles of Responsible Data for Children, the Ethical Guidelines and Data Protection Policy, and the Quality Framework, are applied to data initiatives at the regional and country levels.

The Data and Analytics Manager will also contribute to cross-country and global networking and learning on data for children, monitoring child-focused SDG and child rights indicators. The incumbent will also leverage partnerships with national statistical systems and Regional Economic Commission, and support building alliances with other development partners to provide timely generation and use of data, analysis and investments into national development plans and processes.

Summary of key functions/accountabilities:

  • Provide guidance, oversight, quality assurance and coordination support in conceptualizing and operationalizing strategies for UNICEF Country Offices to have quality and up-to-date data to monitor the progress of child rights, SDGs and the equity-focused agenda.
  • In coordination and collaboration with EAPRO sections, T4D and country offices, develop strategies, tools and systems that optimize the use of digital technology to enhance data collection, data management and dissemination to improve availability of data and promote data use for programming and decision-making.
  • In coordination with HQ, country offices, PFP and EAPRO Partnership Manager, support the mobilization of resources for data for children, including for the implementation of surveys, analyses, and research.
  • Provide technical, quality assurance and coordination support to country offices and their partners for planning, designing, and implementing data collection for key socio-economic indicators related to children, including household surveys (MICS, DHS etc.).
  • In coordination with EAPRO sections, HQ, UN agencies and other partners, lead or contribute to the design and implementation regional analyses and studies, further analyses of child-related data to provide a on progress towards the SDGs and goals for children, with a focus on strengthening evidence-based and equity focused advocacy, policies, and programmatic action
  • Manage the process to ensure data from surveys as well as other sources feed into the EAP Data for Children Dashboard and lead the process to develop analytical products.
  • In partnership with the United Nations Social and Economic Commission for Asia and Pacific (ESCAP), other UN agencies and with national statistical institutions, conduct capacity building of UN staff and national partners to strengthen data mining, analysis, research, and statistical literacy, including the management of surveys, censuses, and other child-related data collection initiatives to contribute to results for children.
  • Provide technical guidance and capacity building support to country offices and national partners in the use of appropriate data collection and monitoring tools and methodologies to assess progress towards sustainable development and other commitments for children. Ensure documentation, knowledge exchange and reporting on child right deprivations and child-focused SDG indicators.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education:
  • An advance degree (Master’s or equivalent) in Demography, Statistics, Economics, Mathematics, Development Studies or other relevant technical field with strong quantitative training is required.

Experience:

  • A minimum of eight (8) years of relevant experience, at national and/or international levels, in advanced statistics, data collection, data analysis, data science, monitoring and evaluation that are relevant for children.
  • Familiarity with the use and limitations of data collection methods, including large-scale household surveys, administrative data systems and programme monitoring systems
  • Demonstrated ability in data analysis
  • Developing country work experience and/or familiarity with emergency is considered an asset
  • Excellent verbal and written communication skills especially in communicating complex information and concepts to non-specialist audiences
  • Experience in data visualizations and tools an asset
  • Proven ability to work with a range of stakeholders (regional, country, development and humanitarian)
  • Proven ability to work under tight deadlines and drive for results 

 Language Requirements: Fluency in English (verbal and written) is required. Knowledge of another UN
