Context:

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Head of Programmes in IOM Chad, and in close coordination with the DTM Regional Office for West and Central Africa, as well as the DTM in headquarters, the Data and Research Unit Coordinator will be responsible for the operational management and supervision of the Displacement Tracking Matrix (DTM) programme and other Information Management (IM) and research projects related to population movements and mobility across the country, to ensure actionable and high-quality information is produced and shared with senior management, partners, donors, government and presented at coordination fora for decision making and prioritization of program activities across the Humanitarian – Peacebuilding– Development (HDP) Nexus.

Core Functions / Responsibilities:

  1. Oversee and manage the Displacement Tracking Matrix (DTM) Programme in Chad.
  2. Implement DTM Chad Strategic Vision to support humanitarian response, transitional activities, and durable solutions, adapting to the situation to ensure its relevance it evolves in the different locations (primarily the Lake Province, north, east and N’Djamena).
  3. Oversee the implementation of the DTM portfolio in Chad according to the global DTM methodology including, but not limited, to Mobility Tracking, Solutions and Mobility Index, Intention Surveys, Emergency Tracking, Biometric Registration, Flow Monitoring, Migrant Presence, and thematic research.
  4. Develop/adapt population tracking methodologies and other assessments, dissemination, and information tools to improve DTM visibility and access and meet the information needs. Take lead in the development and roll-out of other research and data driven initiatives outside of DTM, including but not limited to, Migration, Environment, Climate Change (MECC), Transhumance Tracking and Accountability to Affected Populations.
  5. Oversee the drafting of all required DTM reports and information products in coordination with the DTM Data and Reporting Officer, including, but not limited to, analytical and statistical reports, mobility tracking reports, maps, conflict and displacement analyses, flow monitoring reports and other relevant products and research. Coordinate the development interactive platforms to visualize data and research.
  6. Collaborate closely with IOM programme units and support relationship-building/enhancement with Chadian Government, UN agencies, clusters and inter-cluster bodies, international/national NGOs, and academia to improve the use, relevance, and impact of DTM.
  7. Participate in coordination fora (including Information Management Working Group, Camp Coordination and Camp Management, Commission de Mouvement de Population and any other cluster meetings) related to population mobility. Conduct regular presentations to clusters, technical working groups, Inter Cluster Coordination Group (ICCG) and government on DTM priorities to drive DTM operational planning.
  8. Regularly carry out field assessment and monitoring missions as required to maximize performance of DTM field activities and take action to resolve issues.
  9. Ensure the integration of IOM’s data protection principles and best practices on humanitarian data protection and ethical use of data across all Displacement Tracking Matrix (DTM) data management, sharing and dissemination activities and the integration of cross cutting and mainstreaming issues including on disability inclusion, protection mainstreaming, accountability to the affected population (AAP), within DTM activities.
  10. Supervise and manage programme staff, build capacity, develop and organize appropriate training for data collection teams and programme staff on issues related to DTM operations including data collection methods and IOM’s policies and procedures.
  11. In collaboration with ITC, oversee compliance of the information management systems and infrastructure of DTM as per IOM IT policies, standards and best practice for high performance, reliability, and information security.
  12. Work closely with IOM Chad Head of Programmes, Programme Support Unit, Resource Management Unit to develop proposals and mobilize resources as well as draft and closely manage budgets and donor reporting according to IOM Rules and Regulations and donor requirements.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Computer Science, Information Management, International Relations, Public Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in the field of emergency response, humanitarian assistance and the implementation of transitional and durable solutions activities;
  • Experience in project development, management, implementation, coordination, monitoring and evaluation;
  • Previous experience working in hardship duty stations;
  • Experience building technical capacity in information management;
  • Strong management and coordination skills and experience in humanitarian and transition settings;
  • Experience at the international level with specialized international agencies (UN agencies, international organizations, and international specialized NGOs) and in complex humanitarian operations; and,
  • Work experience in the region.

Skills

  • Working knowledge of DTM tools;
  • Solid computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook)and strong knowledge of BRaVe and KoboCollect data collection tools;
  • Knowledge of IOM, UN, international organizations’ and NGOs mandates and programmes in the area of humanitarian assistance and durable solutions in regards to IDPs, returnees and crisis affected populations;
  • Ability to provide high quality services and meet objectives under tight deadlines;
  • Strategic planning, research and analysis; and,
  • Excellent interpersonal and communication skills including relationship management, influencing skills, networking.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
