Modern Parliament for a Modern Armenia (MAP) 2.0 – “Fostering Responsiveness, Effectiveness, Transparency and Inclusiveness of Armenian Parliament (FORSETI)” project (hereafter Project) is built on the results of the project “Modern Parliament for a Modern Armenia” (MAP), implemented by UNDP in 2019-2024 and funded by the Government of Sweden and the UK.
The project efforts will focus on enhancing the institutional capacity of the National Assembly to fulfil its constitutional duties in more inclusive, responsive, transparent, accountable, and effective way, including, in engaging with citizens, civil society and public sector.
The expected outcome of the Project is that the National Assembly is more inclusive, responsive, transparent, accountable, and effective. The three key outputs of the Project are focused on:
Output 1. Strategic vision of the National Assembly and roadmap for reforms, strategic communication and collaboration are consolidated empowering modern public policy and fostering inclusive practices.
Output 2. The National Assembly is equipped with state-of-the-art methods and instruments for effectively pursuing its modern public policy agenda and improving performance of its core functions.
Output 3. Competencies of the MPs and the staff of the National Assembly in utilizing innovative methods, using and producing knowledge products towards advancing the modern public policy agenda and enhancing effectiveness of their core functions strengthened.
The project is planned for the period of three years (2024-2027) and supported by the Government of Sweden, Norway and Armenia.
To ensure effective implementation of the Project activities, including those under Output 2 “Modern Instruments: “The National Assembly is equipped with state-of-the-art methods and instruments for effectively pursuing its modern public policy agenda and improving performance of its core functions”.
Responsibilities include supporting the Project Coordinator in gathering, analyzing, and monitoring achieved project outcomes in comparison to implemented activities, in line with UNDP and donor requirements for results-based management. This involves:
• Collecting and consolidating data against the indicators of the MAP 2.0 Project RRF.
• Creating statistical charts and tables using consolidated project data.
• Assist in assessing project performance and progress against predetermined outputs, targets, and indicators outlined in the RRF.
• Gathering and synthesizing primary and secondary data on the National Assembly (NA) through customized public opinion polls, the Index of Parliament Perception, stakeholder interviews, and assessments.
• Preparing and analyzing pre and post-assessment surveys/questionnaires for Project trainings, workshops, discussions, research activities, and relevant meetings.
• Compiling information on project components, their implementation, and monitoring and evaluation processes.
• Supporting the effective management of results-based monitoring and evaluation processes.
• Supporting the development of a data collection plan including data collection instruments to be used and a list of key stakeholders for interviews.
• Conducting preliminary research and desk review of relevant documents.
• Supporting and following-up scheduled surveys, research, and assessments in collaboration with partners.
• Compiling information on knowledge products developed within the Project and following the posting on National Assembly (NA) eLearning platform.
• Reviewing, verifying, and reconciling a variety of data and reports ensuring accuracy and conformance with UNDP administrative rules and regulations.
• Collecting data on law amendments resulting from project initiatives.
• Consolidating information on the gender equality profile of the NA, including analysis of media, civil society organization reports, and NA annual reports.
• Assist in analyzing proposals and initiatives from marginalized groups and CSOs arising from human rights talks and public consultations organized as part of the project.
• Compiling data from multi-stakeholder discussions and dialogues with government, CSOs, the Human Rights Defender’s Office, and diaspora representatives.
• Collecting statistical information on research papers produced by the NA Research and Training Center.
• Gathering data on legislative initiatives on human rights resulting from project activities in collaboration with the NA Standing Committee on Protection of Human Rights and Public Affairs.
• Contributing to outcome analysis papers based on assigned areas for data collection.
• Providing needed data to the Project team members in preparing Project infographics and brochures providing data based on Project Results and Resources Framework (RRF) and public opinion polls.
• Providing inputs, information, and statistics for quarterly, annual, and other reports required by UNDP and/or donors.
• Ensuring timely updates of project data (indicators, results, and risks) to be filled in the UNDP QUANTUM.
• Collaborating with National Assembly staff for relevant disaggregated data collection.
Institutional Arrangement:
The Project Data Consolidation and Compilation Assistant reports to the Project Coordinator The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Core
- Secondary Education is required, or
- University Degree in Social Sciences, Economics, Political Studies, or any other relevant discipline will be given due consideration but is not a requirement.
- Minimum of 5 years (with high school diploma) or 2 years (with bachelor’s degree) in data collection techniques and methods, quantitative and qualitative analysis, or result-based management with the state and international institutions.
Required skills and competencies:
- Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
- Experience in data manipulation and analysis tools, such as Microsoft Excel, SQL, etc.
- Experience in data collection and analysis
- Experience in using monitoring and evaluation tools;
- Knowledge of result-based management tools;
- Training record on data collection, evaluation, research methods and evaluation is desire
- Knowledge of Armenian legislation is desired
