The position is to be filled as soon as possible, with a contract duration until October 31, 2024. Employment location will be Bonn, Germany.

The position is dedicated to the Emergency Supply Pre-positioning Strategy (ESUPS) project of Welthungerhilfe’s HD Strategy Team in the Humanitarian Directorate. The objective of ESUPS is to establish strategic pre-positioning of relief items at the national and sub-national levels in accordance with the prevailing hazards in these geographic areas. Through the strategic optimizations in pre-positioning of relief items in the run-up to disasters, ESUPS makes an international and national humanitarian contribution to the emergency preparedness in the field of humanitarian logistics.

As Data Management & Analysis Officer you will address data modelling and analysis issues within the ESUPS project. This will be done through two main aspects of the role:

1. A strategic aspect to define the technical strategy and coordination required in order to implement a model to optimize strategic pre-positioning of relief items.

2. A technical aspect to lead the technical implementation of the defined strategy to ensure clear visualization and accuracy in the analyses and recommendations provided.

Your responsibilities

Strategic duties:

  • Design and manage the technical strategy for the STOCK of Humanitarian Organizations Logistics Mapping – STOCKHOLM analysis platform
  • Coordinate with academics, corporate partners, and data owners to develop the project’s analytics products and strategy
  • Coordinate with data scientists and project management at the STOCKHOLM developers and with respective stakeholders to implement the existing linear optimization model using R, Python, and Gurobi
  • Managing the mathematical and technical requirements with the developers of the STOCKHOLM platform
  • Lead the assistant/intern in collecting, entering, cleaning, and analyzing disaster history and automating manual processes using R, Python, VBA, and Tableau
  • Collaborate with ESUPS team and developers to ensure accuracy in visualization of disaster history and inventory data

Technical duties:

  • STOCKHOLM platform: design and implement high quality data management tools, databases, and management techniques to ensure completeness of data collection, accuracy, and legitimacy of recommendations provided
  • Coordinate with developers and humanitarian partners (e.g., Logistics Cluster and its data sharing platform, etc.) to establish a common approach to maps and shapefiles that will facilitate further collaboration between existing platforms and STOCKHOLM
  • Establish a standard procedure for data management, data analysis, and data visualization for ESUPS
  • Work with the project manager to identify and negotiate procurement of relevant data analysis and visualization tools and software
  • Ensure ESUPS products are produced to the highest standards by assisting the Project Manager and Communications Officer with ESUPS deliverables on data presentation issues

Your profile

  • A university or college degree in data science, mathematics, computer science, management or related field.
  • Expertise in data analysis and visualization software, including solid, good working knowledge of R, Python, Visual Basic Applications (VBA), Power BI, Excel, etc., to enable automation of data analysis
  • Familiarity with or demonstrated experience in coding data and a high level of quality awareness for coding data
  • Skills in writing simple code for retrieving data from the Google API
  • Good understanding of complex mathematical models such as optimization models, predictive models, etc.
  • Skills in processing large amounts of data and presenting it in easily to understand analytics
  • Knowledge of the logistics industry and professional experience in the humanitarian sector
  • Logical and analytical understanding with good problem solving skills
  • Excellent verbal and written interpersonal communication skills and ability to build working relationships with stakeholders from diverse cultures.
  • Good time management (including under stress and deadlines) and organizational skills and high quality consciousness
  • Fluency in written and spoken English is required
