Org. Setting and Reporting

The Data Management and Reporting Officer reports to the Protection Team Leader and reports technically to the Field Programme Support Officer.
Responsibilities
Provides detailed information management, monitoring and reporting services for protection mainstreaming and integrated programming and coordinates with Headquarters, including the IT Service Centre in Gaza, in ensuring that databases meet the needs of the Protection Unit and Programme Support Office. Prepares infographics and reports, including the compilation and collating of information, indicators’ achievements to submit to the Strategic Plan (2023-2028); prepares and reviews all other reports, including those related to the monthly snapshot, monthly summary, ongoing Emergency Appeal indicators, Syria Emergency Appeal, and the like; compiles inputs on best practices and lessons learned. Produces protection and humanitarian principles and other relevant technical/programmatic reports, including international human rights mechanisms, UN, donors, other reports and ad hoc requests on international human rights and protection issues and the living conditions of Palestine refugees and their access to services. Supports engagement with end users to support value-added business process improvements that will contribute to enhanced Agency performance and data transparency to support evidence-based decisions (i.e., in particular using combined data streams to generate more detailed profiles sourced from different systems). Develops and maintains detailed information and project management set milestones and monitors progress against set timelines and resource availability and requirements throughout the project period and lead knowledge management best practices within the Field Office. Prepares reports on integrated checks and violations of humanitarian principles in UNRWA installations and premises. Leads, monitors and reports on protection and humanitarian principles and other programmatic data, including relevant trend analysis; prepares reports for UNRWA management and for other purposes, including ad-hoc inquiries from various internal and external stakeholders; coordinates data integration, completeness and accuracy across enterprise systems and reports to enable monitoring on the proper use of the Agency’s contract modalities as well as other areas identified by the Executive Office and the Protection team Leader. Manages the design, creation, implementation, maintenance and support to a variety of moderate to complex reports; develops and updates dashboards to assist HQ and JFO in workforce planning, monitoring, internal/external audits and donor requests for information, utilizing appropriate reporting and visualization tools; researches and supports Protection and Humanitarian Principles staff in the identification of best-fit technology solutions and analytics, best practices and innovations. Provides other operational support as required, particularly to address gaps in humanitarian and emergency operations.

Education
An advanced university degree (Master’s or equivalent) from an accredited educational institution in Information Management, Computer Science, Data Science, Statistics, GIS, Engineering, or a related discipline.

Work Experience
At least five years of relevant experience in data management, project management and drafting reports is required. One year of practical data management and reporting experience, preferably in humanitarian and human rights issues and drafting official reports is required. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. An advanced university degree (Master’s or equivalent) from an accredited educational institution in Information Management, Computer Science, Data Science, Statistics, GIS, Engineering, or a related discipline is required.
Languages
Excellent command of written and spoken English is required. Working Knowledge of Arabic Language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Type of Contract and duration: Temporary Appointment until 31 December2024, with the possibility of further extension, subject to availability of funds, need and performance.
