In 2024, the UN in Georgia is undertaking a Common Country Analysis (CCA), which represents the UN’s independent, impartial and collective assessment and analysis of the development context in the country. The CCA will provide a foundation for the prioritization and design in 2025 of the next UNSDCF for 2026-2030. The CCA is prepared internally by the UNCT under the overall coordination of the RCO, with the option to engage external expertise for specific thematic contributions. As part of the CCA drafting process, an evidence base should be established and maintained by the RCO.
The successful establishment of a CCA evidence base is defined as the UNCT having access to updated, reliable, disaggregated data collected by an inter-agency team and maintained by the RCO in a central repository. There is no need to duplicate existing databases: insofar as such data collections already exist, the purpose of the repository will be to serve as a unified collection of meta data indicating where the original data can be accessed. With the 2024 CCA process, UN Georgia embarks on the establishment of an Evidence Base for the first time.
Within this scope, the RCO is looking for an Online Volunteer to support the collection and organization of inputs to the Evidence Base.
This assignment is expected to start in the second half of August.
Under the overall guidance of the Head of RCO and general supervision of the RCO Economist, the Online Volunteer (OV) will support the collection and organization of qualitative and quantitative data as well as meta information for the purpose of the CCA. This can include statistical data from Georgia’s national statistics office (Geostat) and other institutions, reports by UN agencies or other institutions, and meta information about where to find specific data.
Tentatively, the collected information and data should be organized in spreadsheet format, or as a file structure consisting of several different files, including spreadsheets and other formats. While visualization is not part of the present task, the data should be organized to enable efficient visualization at a later stage.
As part of the data collection, the OV should pay attention to and inform the RCO about possible data gaps. A key priority for the CCA is to have access to data that is disaggregated according to several relevant categories such as age, sex, location, and other social categories. Where such disaggregated data exists, the OV should ensure that the data is organized to enable efficient disaggregated analysis, and where such data is lacking, the OV should inform the RCO.
The RCO will be the main contact point for the OV, and some further communication by email may take place with members of the CCA Task Force and the Monitoring, Evaluation and Learning (MEL) Group, consisting of colleagues nominated from various UNCT entities.
When starting to work on the task, the OV should complete the self-paced, two-hour online training offered by the UN System Staff College “Foundational Course on UNSDCF Guiding Principles: HRBA, GEWE & LNOB” to ensure familiarity with the key considerations underpinning all CCA-related work.
The Online Volunteer (OV) should have excellent analytical skills and be an experienced user of spreadsheet software such as Microsoft Excel or similar programs. A solid understanding of how data should be organized to enable efficient visualization would be an advantage. An understanding of how to ensure data quality and consistency over time would also be an advantage. Knowledge of other database software is not required, but would also be considered an advantage.
At least two years’ experience in data analysis, database design, data visualization, or similar tasks. Experience from analyzing official statistics from national statistics offices or international organizations to generate original insights is an advantage.
Experience of working on data management in complex or inter-agency contexts would be an advantage.
