Context:
IOM established the Global Data Institute (GDI) to harness the power of its data for operations, making meaning of global migration patterns, and providing foresight. The Global Data Institute capitalizes on synergies between its two units; the Displacement Tracking Matrix (DTM) and the Global Migration Data Analysis Center (GMDAC) and collaborates with a network of regional data specialists to illuminate the global data story of human mobility.
The Displacement Tracking Matrix (DTM) has been IOM’s main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last four years, including in all Level 3 emergencies. As of 2023, DTM was active in 100 countries, tracking and monitoring over 57 million IDPs. The DTM global support team has extended its management capacity to effectively and efficiently manage significant operational growth while maintaining a high level of active engagement in both relevant internal IOM initiatives and external inter-agency work. Increased need for guidance, support, quality control and risk management, as well as monitoring of DTM implementation requires reinforcement of management functions within various global DTM workstreams at operational and technical level. This management capacity strengthening is also required to effectively support and contribute to the Task Forces formed under the Data Steering Group for the realization of IOM’s Strategic Vision on migration data.
As part of DTMs extended management capacity structure, the Analytics Knowledge and Output (AKO) unit of the DTM Global Support team provides direct support to DTM country teams for analysis and the production of analytic outputs. The unit is responsible for implementing global quality control processes for analytic outputs and serves as a recruitment pipeline by hosting a graduate internship and training programme. The team is composed of a pool of interns and associates with high turnover as staff graduate the training programme and are recruited to IOM regional and country offices.
Under the overall supervision of the Global Data Institute (GDI) Director, administrative supervision of the Chief of Mission (CoM) of IOM United Kingdom and direct technical supervision of the Global Coordinator for DTM, the Data Officer (DTM) will provide expert support to coordinate, manage, and oversee the team reviewing and conducting the final editing of all DTM analysis products and help drive forward DTMs current report quality control procedures, looking at presentation & branding, strengthening review processes, and messaging. The Data Officer (DTM) will also contribute to the consolidation and dissemination of DTM standards and guidance.
Core Functions / Responsibilities:
DTM Recruitment Pipeline and Country Support
- Manage the ongoing DTM internship programme per the established SOPs and implement the DTM training programme for junior staff in London, including pastoral care and support with career progression.
Publications and Quality Control
- Act as overall final editor for DTM products seeking to ensure consistently high quality and reliable publication of DTM reports in coordination with Country, Regional and Global Offices. Develop and manage a publication plan for the Global DTM Support team with different thematic series, such as “Guidance Notes” and “DTM Thematic Publications”, working in close collaboration with DTM’s global research Focal Points to document research in the pipeline, develop visibility plans, and edit drafts of final products.
- In collaboration with the global, regional and country DTM teams, provide expert support with the recording and monitoring of prevalent issues in terms of presentation, branding, readability, style and form, and develop and implement an action plan to make overall adjustments of DTM products.
- In collaboration with the DTM Global team, support with the improvement and implementation of the existing global quality control procedures for DTM reports and publications.
- In collaboration with the Global and Regional Offices, maintain and refine the existing review process mechanisms for different report types. Periodically revise the Standard Operating Procedures (SOPs) for these review processes, based on need, and establish thematic reference groups to peer review outputs.

Strategic Communications
- Coordinate Global DTM’s contributions to data briefs and other supporting materials for IOM senior management (DG, DDGs, Chief of Staff, and GDI Director), in collaboration with DTM technical experts, GDI counterparts and the Executive Office.
- Coordinate the development of a communications strategy and establish a community of communications amplifiers for the Global DTM team to elevate the visibility of outputs and events.
Knowledge Management
- Supervise the maintenance of the DTM knowledge management platforms and monitor the progress of the established workplans to improve and expand them.
Academic Partnerships
- Enhance partnership with academic institutions and other partners, engage in supervisory functions for joint research initiatives and work placements, with a focus on editorial processes and improving analysis and reporting standards.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Journalism, Political Science, Migration Studies, Economics, or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Extensive and demonstrable experience in migration and/or humanitarian issues;
- Experience in DTM implementation or other data related programmes and services; and,
- Experience in people management and in training/capacity building for staff is mandatory.
Skills
- Excellent research, writing, communication and analytical skills;
- Ability to prepare clear and concise reports; personal commitment, efficiency, flexibility;
- Ability to work effectively and harmoniously in a team and with colleagues from varied cultures
- and professional backgrounds under tight deadlines;
- Excellent level of computer literacy;
- Fluency on ethics and data science; and,
- Capacity to manage teams.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of French or Spanish and/or another official UN language (Arabic, Chinese, and Russian) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
