As a core component of its mandate, the IEA Energy Data Centre (EDC) is responsible for collecting and disseminating a broad portfolio of energy statistics to monitor developments in the energy sector and to provide to its Members and beyond a sound basis for policy decisions. To support the ongoing modernization of its data strategy, the IEA aims to establish a pool of candidates to meet current and future needs in knowledge management, research, and reference procurement across the organization.
Main Responsibilities:
Data Procurement:
- Act as the IEA’s contact point for data and information sourcing and procurement. Evaluate existing subscriptions to avoid unnecessary purchasing and, where there are gaps, research and advise IEA staff on external data and information sources of relevance to the work of the IEA.
- In accordance with OECD Financial Statutes, and in consultation and coordination with the IEA legal office and the OECD’s Corporate Procurement Group, plan and guide IEA colleagues on their information and data procurement strategy. Contribute to all stages of the procurement process for information and data products, including by evaluating technical and commercial aspects of proposals and bids, negotiating such aspects with suppliers to achieve Value for Money and address IEA needs, and liaising with the IEA legal office to implement contractual documentation.
- Depending on the amount of expenditure, draft market consultation and/or Call for Tender documentation and documentation for consideration by the OECD Procurement Board (PB), and participate in PB meetings.
- Where relevant contribute to the OECD Statistics and Data Directorate (SDD) Community of Practice on commercial databases (and communicate relevant information to policy analysts).
- Manage the data/information procurement budget in coordination with the IEA Finance Unit.
- In liaison with the IEA legal office, ensure that data and information users are made aware of their contractual rights and obligations regarding data access, storage, usage and data protection issues, negotiate with suppliers ad hoc usage rights, assist with compliance reminders, ongoing monitoring of usage compliance and any supplier queries and documentation in such respect.
Other Knowledge Management:
- Manage the IEA reference and documentation resources, including publications, reviews, journals and other reference materials.
- Manage subscriptions to trade publications and user access and usage rights.
- Handle reference requests and materials across the IEA.
- Keep up-to-date lists of all access details for subscriptions and websites.
Qualifications:
- A university degree in a relevant area such as knowledge and information resource management, Finance, Law, Economics, Business Administration or in other related areas.
Professional Background:
- At least 3 years experience in procurement of information and knowledge subscriptions and resource/reference management systems.
- Proven ability to multi-task, work autonomously and manage multiple complex projects successfully.
- Experience in preparing contractual/purchasing documentation, contracts management and documentation for competitive procurement processes would be an advantage.
- Experience working with data providers and ability to maintain and strengthen good relationships.
Tools:
- Very good computer literacy. Experience with bibliographic catalogue software, content management systems. Understanding of coding languages would be an advantage.
- Excellent knowledge of M365, in particular Excel. An understanding of finance and procurement tools e.g. SAP or SRM would be an advantage.
Languages:
- Excellent knowledge of written and spoken English; working knowledge of other languages would be an advantage.
