Background
SoCha is seeking four senior local Data Quality Assessment (DQA) experts in Myanmar for an expected LOE of 40 days each. The responsibilities of the national DQA consultant will include conducting a desk review of project documents, developing a technical approach for conducting the DQA, conducting introductory sessions with clients, and overseeing data collection, analysis, and reporting which will include the development of corrective action plans for clients. The successful candidate will play a key role in evaluating and enhancing the data quality practices of our implementation partners, contributing to the overall success and impact of the humanitarian project.
Scope of Work
Responsibilities will include:
- Provide technical guidance, support, and oversight for the DQA activities.
- Assist in desk reviews of relevant documentation.
- Develop the DQA technical approach, budget, and schedule.
- Create a detailed DQA implementation outline.
- Update or develop data collection tools and standard operating procedures.
- Conduct introductory sessions with partners.
- Oversee interviews, documentation reviews, and data system examinations.
- Complete draft DQA reports and checklists.
- Facilitate debriefs and reviews with partners.
- Present findings and recommendations to stakeholders.
- Adapt DQA methodologies for remote assessments using tools such as video calls, mobile phones, and electronic documentation.
- Ensure data protection and privacy regulations.
Minimum Qualifications and Experience
- Bachelor’s or master’s degree in a relevant field (e.g., statistics, data science, or monitoring and evaluation).
- Extensive experience in planning and conducting rigorous DQA methodologies.
- Experience with DQA in humanitarian settings is an asset.
- Strong understanding of statistical methods and analysis tools.
- Excellent communication and collaboration skills.
- Experience in developing and implementing data quality mitigation plans.
- Proficiency with DQA tools, statistical software, and data analysis platforms.
Location
Work remotely or from the office in Yangon, Myanmar.
