The Position:
The war in Ukraine has triggered one of the fastest-growing refugee emergencies in history, and the largest since World War II in Europe. The escalation of the conflict has caused civilian casualties, destruction of civilian infrastructures, including health facilities and maternities, disruption of Sexual and Reproductive Health (SRH) services and supply chain, and led to an increase in Gender Based Violence (GBV) including Conflict-Related Sexual Violence (CRSV).
Under the direct supervision of the Assistant Representative, the Data Technical Analyst will work in close collaboration with UNFPA staff, the Population and Development Branch at UNFPA headquarters, UNFPA Eastern Europe and Central Asia Regional Office (EECARO), and other agencies to support the production and refinement of Common Operational Datasets on Population Statistics (COD-PS), related population data products, analyses and documentation for Ukraine; and, Support the strengthening of the availability and quality of population socioeconomic statistics in Ukraine.

Job Purpose:
Under the overall guidance and supervision of UNFPA Country Representative; under the direct supervision of the Assistant Representative, the incumbent will support the production and refinement of COD-PS, related population data products, analyses and documentation for Ukraine.
You would be responsible for:
- Collaborating with key national stakeholders, key Ukraine humanitarian country team (HCT) members, and UNFPA HQ (Population and Development Branch) and EECARO to ensure timely and effective updates of the COD-PS in Ukraine – particularly in ensuring that COD-PS updates are interoperable with available internal displacement and refugee data, and disaggregated below ADM-1 geographic level;
- Collaborating with key national stakeholders, key Ukraine humanitarian country team (HCT) members, and UNFPA HQ (Population and Development Branch) and EECARO to strengthen the availability and quality of population socioeconomic statistics in Ukraine;
- Ensure timely and effective updates of the COD-PS in Ukraine – particularly in ensuring that COD-PS updates are interoperable with available internal displacement and refugee data, and disaggregated below ADM-1 geographic level;
- Represent UNFPA in the Assessment and Analysis Working Group (AAWG) and Information Management Working Group (IMWG) of the Humanitarian Country Team (HCT), as well as Data Task Force (DTF) of the UN Resident Coordinator’s Office (RCO);
- Ensuring alignment between the COD-PS and other key information assets of the HCT (e.g. COD-AB, COD-HC, etc.);
- Supporting COD-PS usage within both UNFPA and wider HCT;
- Strengthen the country office capacity for carrying out COD-PS updates and other population data product production and analyses in a sustainable manner.
- Support the generation and refinement of Common Operational Dataset on Population Statistics (COD-PS) in Ukraine.
- Support the strengthening of the availability and quality of population socioeconomic statistics in Ukraine.
- Provide analytic and technical support to UNFPA leadership of and engagement with the Humanitarian Country Team (HCT) and UN country team (UNCT) in Ukraine.
- Contribute to the development of technical standards and methods, identification and review of best available data sources, and tools for the routine integration and harmonization of baseline COD-PS data with internal displacement and refugee data.
- Provide technical support to UNFPA and HCT to improve the precision and timeliness of subpopulations of concern (e.g. pregnant women, youth/adolescents, etc.) in Ukraine.
- Provide technical support to UNFPA Ukraine for building a streamlined data management system.
- Respond to data related requests and questions from internal and external partners.
Capacity development
- Contribute to the development of data quality assurance processes and estimation methodology to align subnational population projections with available refugee and internal displacement data in Ukraine.
- Provide population data analytic support to the UNFPA Ukraine country office and Ukraine HCT in the area of COD-PS, HNO, HRP, and other HPC-related activities.
Evidence and knowledge development and dissemination
- Contribute to UNFPA’s collaborations with IOM, UNHCR, OCHA, and other relevant stakeholders on ensuring alignment and interoperability of baseline subnational population projections and refugee/displacement data in various humanitarian settings.
- Perform other analytic tasks as needed in the country office.
Technical representation
- Participate in the Assessment and Analysis Working Group (AAWG) and Information Management Working Group (IMWG) of the Humanitarian Country Team (HCT), as well as the Data Task Force (DTF) under the Resident Coordinator’s Office (RCO) in Ukraine.
- Participate in the Inter-Agency Working Group on Interoperability (IAWG-Interop).
- Advocate for the use of data standards and common platforms, and for the open exchange of information.
- Liaise with external actors, including senior staff in humanitarian and development agencies, government and CSO.
- Represent UNFPA in any other duties as may be required by the country office representative.
Qualifications and Experience:
Education:
Post-graduate university degree or equivalent in the quantitative social sciences, such as economics, statistics, demography, epidemiology, sociology, data science, or related discipline. The graduate or postgraduate degree should be directly related to the substantive area identified in the post.
Knowledge and Experience:
- At least 2 years of experience in data collection, analysis, visualization, dissemination, database management and research within an academic or development institution in an international setting
- Strong knowledge of statistical methodologies, including strong competencies in the use of statistical programming packages such as R, Python, SAS, or STATA.
- Strong knowledge of demographic methods and statistical techniques for data completeness and quality assessment, processing, and analysis using a variety of health and population sources (CRVS systems, DHS, MICS, and population census)
- Experience in constructing subnational population projections for low- and middle-income countries
- Familiarity and/or experience working with refugee and internal displacement data from international humanitarian settings is an asset
- Experience in survey design, survey data collection, and survey data analysis
- Familiarity and experience with mark-up R languages such as MarkDown, RmarkDown, or Quarto is an asset.
- Ability to provide advice and guidance on the analysis, interpretation and application of data from incomplete and deficient population/demographic data
- Ability in meeting tight deadlines to support humanitarian response and disaster preparedness
- Strong interpersonal communication skills
- Familiarity with the UN system is desirable
Languages:
Fluency in English, working knowledge of other languages especially Ukrainian or Russian is desirable.
