Overview
Position Overview:
Through funding from the Centers for Disease Control and Prevention (CDC), Jhpiego is implementing the project ‘Enhancing Global Health Security: Expanding Efforts and Strategies to Protect and Improve Public Health Globally’. This award builds on ongoing CDC funded investments to support the Global Health Security Agenda (GHSA) through implementation of programs focused on protecting and improving health globally. Through this grant, Jhpiego will support Uganda to strengthen surveillance data managing creating a centralized data warehousing, analysis and visualization at designate national and sub-national levels, develop policies, procedures and relevant MoUs for surveillance systems integration, and implement targeted capacity building to data end-users on how to think about data.
At the end of the project life, CDC and MOH expect centrally available timely data for public health action, improved data access and exchange between systems across the country and a resilient data-intelligent workforce.
Position Purpose
The Data Warehouse Architect will lead the setting up of the data systems component of the GHSA CDC funded program in Uganda. S/he will support the MOH to use the data systems for centralized data warehousing, train MOH and district-based surveillance officers in data systems use and maintenance.
This is a contract position and is renewable annually based on availability of funding and scope of work.
Responsibilities
Specific Responsibilities:
- Provide technical leadership setting up and maintaining data systems of the project.
- Provide technical oversight for the selection and deployment of appropriate data systems.
- Lead in interoperability of the existing surveillance data systems with the DHIS2
- Produce and submit updates and reports to the data visualization advisor.
- Coordinate with the data visualization advisor on relevant support to the ministry of health and districts
- Lead data management from internal and external sources, including the collection and processing of quantitative and qualitative data, and support planning, design, and implementation processes for data management priorities.
- Work with surveillance data officers to ensure that the data management needs of the MOH and surveillance department are met for different assigned activity.
- Collaboratively develop strategies to creatively incorporate data, analytics, and data visualization into various content and product delivery
- Coordinate knowledge capturing, sharing, and strategic learning to speed performance-based adaptations and bring new innovations to the MOH’s programmatic work.
- Determine the best way to present data, tell stories, and convey messages to different audiences using qualitative and quantitative insights in collaboration with other technical staff.
- In collaboration with team members, plan and implement dissemination activities for sharing research results, other program assessments, and findings of monitoring and evaluation activities.
- Support with producing content for events, success stories, and other communication products, individually or in collaboration with others when called upon.
- Execute enhancements to monitoring systems, ensuring that systems serve as a resource and management tool.
Required Qualifications
Qualifications:
- Degree in computer science, information technology
- Master’s degree in public health informatics is an added advantage
- Relevant certificates in computer programming and software development
Experience and skills
- At least five years’ related experience, at national level, in health management information systems
- At least three years’ experience in working with donor funded programs and teams.
- Technical expertise in development of computer programs, software, and applications
- Knowledge and experience of integrated disease surveillance and reporting (IDSR) guidelines and operating mechanisms
- Experience in supporting diverse teams of non-technical people in use of data systems.
- Demonstrated skills in training/ orientating teams on data systems.
- Proven ability to multitask across various planning and implementation processes within a highly demanding environment.
- Excellent writing, verbal, and interpersonal communication skills in English.
