Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC’s Global Humanitarian Services and Supply Chain Management (GHS&SCM) is a core function supporting the IFRC humanitarian action. The GHS&SCM operates on a cost-recovery basis and has a global network including:
- A Global GHS&SCM department – HQ – Geneva
- A Global Operational Procurement team in Budapest – Global Service Center
- A Global Fleet and Logistic Hub in Dubai
- Five regional operational GHS&SCM units located in Budapest, Panama, Kuala Lumpur, Nairobi and Beirut
- Country-based logistics set-up
This position is based in Marrakech, Morocco and requires in-country travel (when deemed necessary, to places where the safety situation permits). IFRC works in an integrated manner with the Moroccan Red Crescent (MRC) and its partners. MRC has the role as the Movement convener for operational field response and coordination among Movement partners.
Due to the nature of emergency response operations, this role profile is an outline of the likely responsibilities applicable to Procurement Delegate deployed in a Federation co-ordinated operation. They are complementary to and should be read in conjunction with the specific tasks elaborated in the Deployment Order / Terms of Reference.
Job Purpose
The Procurement Delegate will be responsible supporting MRC and IFRC with all procurement activities funded through the IFRC earthquake response appeal and regular programmes and ensuring timely delivery of goods and services in line with donor timelines and requirements in coordination with IFRC’s GHS&SCM function. The position will also, based on request, support MRC and IFRC staff procurement capacity development. This position will primarily focus on working with MRC and IFRC to ensure all country level procurement activities are in line with IFRC standards. The position will work closely with the IFRC operations manager for delivery of procurement services and take responsibility for procurement activities e.g. ensuring local and international sourcing, timely deliveries, quality of goods and services, market research. This role is also expected to take a role in training and supporting MRC staff in relevant procurement activities based on request from MRC and in areas identified by MRC and IFRC. As such, this role will require an extensive procurement experience as well as excellent communication and organizational skills.
Job Duties and Responsibilities
Key areas of influence and key internal relationships include:
- Procurement planning coordination and execution for both national and international procurements together with IFRC technical staff as needed, and MRC’s procurement unit counterparts.
- Ensuring compliance with IFRC procedures and standards, and national regulations, in all matters related to in country procurement.
- Establish a good working relationship with MRC and offer support in development of procurement capacity if requested.
- Close collaboration with IFRC global logistics structure to ensure that the best sourcing strategy is used.
- As requested by MRC, work closely with MRC and other MRC partners in agreed areas for procurement capacity strengthening.
Key Accountabilities
- Based on the EA planning, and in close coordination with the Logistics and Supply Chain Coordinator, prepare procurement plan with MRC counterparts and technical departments for goods and services supported by the IFRC through the EQ response or regular programming ensuring procurement timelines are realistic and adhered to.
- Support MRC to carry out procurement activities, ensuring compliance with MRCS’s and IFRC standard procurement procedures, including logistics requisition, in country tendering, comparative bid analysis and contract award.
- Follow IFRC procurement procedures and best practices to enable a high quality, efficient and cost-effective procurement process that meets the requests of the services’ users.
- Facilitate Local Committee of Contract meetings, prepare and submit procurement files to the MENA or Geneva Procurement unit for MENA or Geneva Committee of Contracts submission.
- Ensure that all procured goods and services are compliant with IFRC regulations and quality standards, are fit for purpose and inspection compliant.
- If requested by MRC support the conduct of local market research and develop/review database of potential suppliers that are needed for forthcoming support services.
- Disseminate procurement procedures and processes and framework agreement.
- Develop a work plan to continue supporting MRC to enhance the procurement structure and practices for effective support to MRC programs.
- Seek and promote learning and sharing opportunities for MRCS’s logistics staff through trainings, workshops and exchanges.
- If requested by MRC, support a review MRC’s procurement policies and procedures and develop procedures applicable to sudden onset disaster response when timing is critical.
- Work closely with IFRC’s technical staff and MRC and liaise with external stakeholders throughout procurement processes.
- Maintain and communicate a comprehensive data of all goods and services procured at a country level, and registered suppliers to enable Logistics Management in Geneva.
- Provide procurement advice and technical support to IFRC technical staff to ensure a coordinated IFRC procurement service.
- Provide support and on-job training to IFRC staff engaged, to improve the quality of procurement services within the National Society, promote adherence to best practice principles and compliance with necessary regulation, national legislation and IFRC procedures.
- Update management on activities and produce regular, timely and accurate narrative and financial reports as required.

Education
- University degree in Logistics/Supply Chain Management, Business – Required
- Administration, Commerce or other relevant discipline – Required
- Advanced training in logistical supply chain and procurement management – Required
- Basic Delegate Training Course, IMPACT or equivalent knowledge
Logistics ERU training – Preferred
Experience
- Minimum 5 years of professional experience in high-volume procurement operations, of which at least 3 years at the international level and 1 year in the field – Required
- Experience in managing complex tendering and the resolution of major conflicts and disputes – Required
- Experience of working for a humanitarian aid organisation in a complex context – Preferred
- Red Cross/Red Crescent knowledge and experience – Required
