Job title:

Delivery Facilitation Analyst – ESO

Job description

About the roleAs the Electricity System Operator (ESO) for Great Britain we are in a privileged position. We sit at the heart of the energy system, using our outstanding engineering and commercial expertise to balance electricity supply and demand second by second. Ultimately, we keep the lights on and the electricity flowing directly to where it’s needed. The Offshore Coordination project is a key part of the ESO’s plan to facilitate net zero. This exciting project works in collaboration with the government’s Offshore Transmission Network Review (OTNR) to design a coordinated offshore transmission system. The ESO developed a Holistic Network Design (HND) to find the best way to connect offshore wind generation to meet the government’s 2030 ambitions, which recommended £54 billion of transmission network investment. The team is now focusing on the second round of this design, which builds on the original HND by incorporating additional wind generation and new generation and demand scenarios. The output of the process will be a set of recommendations for how the offshore and onshore networks should develop, taking account of economic, operability, environment and community considerations. Both will be vital to GB meeting the Government’s net zero target and interim milestones to get there. In this team, you’ll be able to see your work contribute to an offshore network design which benefits consumers and communities and play your part in developing a low carbon future.About usAs Great Britain’s electricity system operator (ESO), we sit at the heart of the electricity system, using our outstanding engineering and commercial expertise to balance electricity supply and demand. Ultimately, we keep the electricity flowing directly to where it’s needed, second by second.Becoming the National Energy System OperatorIn Summer of 2024, the ESO will transition to becoming the National Energy System Operator, or NESO for short. Previously denoted as the Future System Operator (or FSO), the new National Energy System Operator will be the independent body responsible for planning Great Britain’s electricity and gas networks and operating the electricity system. The ESO, including all of its existing roles, will be at the heart of the new National Energy System Operator. As NESO, we will build on our existing roles, capabilities, and ways of working significantly to create an organisation the energy system and its users’ need. Our new capabilities will enable us to look across vectors, including electricity, natural gas and hydrogen, and crucially consider the trade-offs between them. The organisation will be set up as a public corporation with its own Board of independent directors, with complete operational independence from government, the regulator and any and all commercial interest. As the ESO are today, NESO will be licenced and regulated by Ofgem through price control agreements and obligated to identify optimal solutions to system operations and planning in the most sustainable, affordable and secure way for all.The time to deliver is now. As part of our team, you won’t just be touching the lives of almost everyone in Great Britain – you’ll be shaping the way we use and consume energy for generations to come.About youWhat we do isn’t just important – it’s essential. That’s why we look to recruit experts in their field. In this case, we’re looking for someone who has:

  • The ability to work collaboratively with internal colleagues and external colleagues to understand complex issues and to deliver shared objectives.
  • Proactive, adaptable and able to work on a fast-paced project, managing multiple priorities simultaneously.
  • Project management skills and knowledge, experience working on engineering project or equivalent related activity.
  • A high-level understanding of the energy industry and the ESO’s role within that.
  • The ability to interpret detailed plans and communicate clearly to a range of audiences, written and verbally.
  • Strong organisational skills, able to work to tight deadlines and deliver as promised.
  • The ability to understand and implement changes that will improve stakeholder engagement and build trusted relationships.

This team is responsible for collaborating with industry stakeholders and internal colleagues to facilitate the delivery of transmission infrastructure recommended in the HND and subsequent follow-up network planning exercises. For the first time, the network designs require multiple transmission owners and offshore wind developers to work closely together to agree detailed network designs and define who will own, build and maintain different parts of the infrastructure. The ESO is playing a key role through its’ delivery facilitation work in facilitating the required conversations and working with offshore wind developers, TOs, Government and Ofgem to identify and remove barriers to the development of this important transmission infrastructure. The Delivery Facilitation Analyst will work closely with the Delivery Facilitation Manager to drive forward the team’s deliverables. The accountabilities of the Delivery Facilitation Analyst and the remit of the team will evolve with the Offshore Coordination project, and so this role presents an exciting opportunity to build a broad understanding of ESO and industry activities, be involved in setting direction and collaborate with a variety of stakeholders, with the opportunity to develop electrical engineering knowledge along the journey. You will be responsible for the following activities:

  • Work closely with external and internal stakeholders to help shape and support delivery of the strategy for addressing barriers to the delivery of HND infrastructure.
  • Represent the ESO and its interests at external forums, including carrying out the technical secretary role, providing project related content and input where appropriate, as well as chairing external forums when deputising for the Delivery Facilitation Manager where required.
  • Support with tracking milestones and creating slide packs related to Infrastructure Delivery Facilitation work.
  • Support and possibly lead ESO involvement in relevant innovation projects, collaborating with relevant internal and external stakeholders.
  • Work with the Offshore Coordination stakeholder team to ensure alignment with the wider project stakeholder strategy and engagement plan.
  • Oversee team’s use of Customer Relationship Management tool (Salesforce), logging data, identifying insights and managing actions.
  • Proactively work with colleagues in the Offshore Coordination project and wider ESO to understand how the scope of Infrastructure Delivery Facilitation work may need to evolve considering network planning activities and wider industry developments.
