What will you do in this position?

WFP is seeking two highly qualified, action-oriented individuals for the position of Demining Project Coordinator for the joint WFP-FAO project “Restoring livelihoods and revitalising rural communities through mine action”. The Demining Project Coordinator will be based in Mykolaiv oblast or Kharkiv oblast with the possibility for relocation to other targeted oblasts.

Within the given oblast, this role contributes and provides guidance to project operations. The role is also responsible for liaising with relevant stakeholders and ensuring successful project implementation.

It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Deliver and translate project strategy into practice at country level in given oblast. Develop, maintain project plans and ensure implementation of approved project plans within parameters set by the project manager.
  • Plan and task relevant staff and project partners to conduct project activities in line with identified priorities.
  • In collaboration with partner organization oversee the collecting and analyzing relevant operational data to support the application of land release and operational reporting.
  • Manage the overall delivery of the works overseen by WFP in given oblast, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.
  • Advise the project partners any deviations from the plan and implement necessary alterations to operational plan.
  • Support the Programme Policy Officer (Demining Project) to scope additional project opportunities, innovations, and possibilities for improvement.
  • Identify and manage risks so that maximum benefit to project beneficiaries and stakeholders is achieved.
  • Provide regular updates and reporting and ensure the project manager and other stakeholders are aware of area activities, progress, and exceptions.
  • Draft reporting for the project donors as required.

Project Coordination and Engagement

  • Establish solid working relationship and manage information flows with the Programme Policy Officer (Demining Project), the Field Office in Odesa/Dnipro (for relevant functional guidance, security and enabling support) and key external stakeholders and local authorities.
  • Collaborate closely with FAO counterpartto ensure data sets and information flows are accurate and timely in order to successfully identify priority areas.
  • Ensure coordination of project activities between the different parties and enforce protocols for successful handovers between the project phases.
  • Act as the main point of contact for WFP’s project implementing partners in given Oblast, monitor and evaluate performance of project cooperating partners.
  • Conduct quality management of the implementing partner’s operational outputs.
  • In coordination with Partnerships team & Project Manager support the development of project fundraising strategies.
  • In coordination with RAM team, ensure activities at all phases of project cycle are assessed and monitored.

Knowledge Management:

  • Actively interact with other project managers and the mine action & humanitarian community to share case studies, lessons learned and best practice

DELIVERABLES AT THE END OF THE CONTRACT:

  • Well-organised and functioning sub office – with full complement of staff and effective coordination of partners for project delivery in the given Oblast.
  • Established oversight of day-to-day operations, planning and joint programming of project with FAO and partners
  • Efficient Land Release practices introduced into operations to optimize the return of land to productivity
  • Incorporation of a pilot task with SESU or other government implementing arm contributing to the project
  • Functioning prioritisation and targeting scheme for both small farms and household plots established and agreed with partners, fully implemented and adopted in oblasts beyond Mykolaiv.
  • Established relationships with local authority authorities at policy and operational level.
  • Delivery of a fund-raising strategy supported.

Education: Advanced University Degree in following disciplines: international relations, political/social science, security management, business administration, economics or management, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

  • A minimum of 5 years of relevant working experience in an international humanitarian NGOs or similar international organizations in the Mine Action sector.
  • Proven experience of managing mine action survey and clearance operations is required.
  • Proven experience of managing complex projects is required.
  • Broader experience in livelihood projects is an advantage

Knowledge and skills:

  • Excellent skill in MS Word, Excel, and PowerPoint
  • Knowledge of ERSI GIS tools and exposure to IMSMA is an advantage
  • Good organizational and communicational skills
  • Ability to work with teams remotely

Language: Fluency (Level C) in English language is essential. Intermediate knowledge (Level B) of Ukrainian and/or a second official UN language; Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese would be an advantage.
