Position description

The Deputy Chief of Party (DCoP) will report directly to the Chief of Party and work closely with USAID to implement this complex program. The DCoP will provide technical and overall management to aid in the implementation of Benin NELY.

The DCoP will be responsible for supporting the CoP and providing technical or operational leadership of the program to ensure quality, timeliness, efficacy, and efficiency of all products and activities generated. In addition, the DCoP will support the CoP in maintaining the strategic direction of the project and provide technical assistance as necessary. S/he will oversee technical component leads and specialists, as assigned, as well as all administrative and operational functions. S/he will be responsible for building local capacity to provide quality project management.

Job Requirements:

Other duties include, but are not limited to:

  • Oversee all aspects of technical implementation through leadership and management of project components
  • Work in close coordination with other project leadership, including the operations team
  • Lead the project’s technical specialists – including both Blumont and subcontractor staff
  • Manage, guide, mentor and build the capacity of staff
  • Foster collaborative working relationship with all aspects of the project
  • Work in collaboration with the Monitoring and Evaluation specialist to ensure adherence to donor guidelines and contractual obligations
  • Support the Chief of Party in programmatic representation, strategic development and quality control duties; and liaise with donor(s) to respond to their informational, data and monitoring requirements
  • Review technical specifications of large procurements to ensure accuracy
  • Oversee development of technical program description for grants, if necessary
  • Work in partnership with the Chief of Party and backstop at Blumont HQ
  • In coordination with the Chief of Party, engage in frequent, routine communication so that the Blumont HQ is aware of both progress and potential issues, and solicits assistance and input as needed to ensure that performance meets or exceeds technical agreement requirements
  • Ensure that technical activities are carried out according to Blumont’s policies and procedures
  • Assist the Chief of Party in managing international and local partners to ensure that their performance meets or exceeds technical agreement requirements
  • Maintain a working knowledge of project financials, working with and supporting the Chief of Party to ensure that appropriate systems and procedures are in place and being followed
  • Support the Chief of Party in the preparation of annual work plans and ensure technical quality and cooperation with project staff and donor(s)
  • Develop and deliver reports and written documentation related to technical activities to be reported to donor(s), including weekly, quarterly and annual reports
  • Develop short-term technical assistance plan
  • Monitor consultant work in the field
  • Support communications and knowledge management efforts; drafting technical notes, documenting best practices, and refining success stories
  • In the absence of the Chief of Party and as designated by the Chief of Party, the Deputy Chief of Party serves as acting Chief of Party of the project

Qualifications

  • Postgraduate degree in International Affairs, International Development, Economics, Agriculture, Business Administration or related fields
  • Minimum of 7 years of professional experience in implementing international development projects
  • Previous experience as a Deputy Chief of Party, Technical Component Lead, Operations Lead, for large-scale and/or complex projects for a minimum of three years
  • Expertise devising and overseeing security plans and the safety of staff in fragile states
  • Demonstrated working knowledge of project development, grant administration and management procedures as well as a mastery of the principles, methods, practices, and operational procedures of a variety of successful private business enterprises, NGOs or development programs
  • Strong negotiation and presentation skills and ability to build strong relationships with host governments’ institutions, local and international NGOs, and donors
  • Fluency in English and French required
