Position description
Chemonics seeks a Deputy Chief of Party for the anticipated USAID-funded Safeguarding Moldova’s Digital Transformation. The purpose is to support the safeguarding of Moldova’s digital ecosystem in order to strengthen the protection of human rights, particularly of vulnerable groups and enhance the involvement of civil society in decision-making processes at all levels. The Deputy Chief of Party will be based in Chisinau, Moldova.
Responsibilities include:
- Supports the Chief of Party in overseeing the quality, cost-effectiveness, technical direction, management oversight, and timelines implementation to ensure that the activity meets its objectives and results;
- Provides technical input and oversight of all project focus areas as needed, specifically regarding Moldova’s activities;
- Promotes team collaboration and identifies synchronization opportunities across technical and functional teams;
- Represents the activity to key public and private sector stakeholders and beneficiaries and to USAID or other donors as delegated by the chief of party and supports overall client management in collaboration with the Chief of Party;
- Liaises with international partners, other donor projects, and other organizations to facilitate cooperation, collaboration, and partnerships;
- Contributes to efforts by reviewing and assessing work plan activities with the leadership team to ensure progress and achievement of desired results and impact;
- Serves as acting Chief of Party when Chief of Party is on leave or away from the post;
- Performs other duties as delegated by Chief of Party.

Qualifications
- University degree (bachelors or higher) in human rights, digital development, governance, institutional capacity building, international development, or a related field;
- Minimum of five years of experience successfully designing and managing technical assistance activities focused on activities related to:
- International and EU regulatory frameworks that govern or impact the development, use, and deployment of data;
- Promotion of rights-respecting technology and business models;
- Human rights monitoring, advocacy, and reporting;
- Civic engagement, including public information campaigns, to increase advocacy and community mobilization;
- Multisectoral platforms, including the private sector, to enhance alignment and implementation of EU standards.
- Prior experience in managing international donor programs in the Moldova and Central and Eastern Europe strongly preferred;
- Demonstrated track record of collaborating successfully with USAID and exercising outstanding judgement in politically sensitive, transitioning, and/or post-conflict environments;
- Demonstrated track record of working collaboratively with host-country government and private sector entities;
- Strong analytical skills demonstrated leadership skills, and ability to take initiative;
- Ability to conceptualize, outline, perform, and direct the research and writing of technical documents;
- Excellent interpersonal, diplomacy, and leadership skills and demonstrated ability to supervise and mentor staff;
- Fluency in English with excellent oral and written communication skills required. Fluency in Romanian/Russian is a plus.
