Project Summary:
CRS is seeking a Deputy Chief of Party to support leadership of the upcoming USAID/Burma All Youth Learning (AYL) activity, a five-year project anticipated to start in September 2024. The purpose of the activity is to expand opportunities for Myanmar’s out-of-school and conflict-affected youth to receive quality foundational and livelihoods-oriented education and training.
Job Summary:
As Deputy Chief of Party, you will work as part of a team and provide oversight of a key function of the All Youth Learning project to serve the poor and vulnerable. Your management and technical knowledge will ensure the delivery of high-quality programming and timely reporting. The Deputy Chief of Party will act on behalf of the Chief of Party as needed, including global representation to the donor, and work closely with partners. As a senior leader, you will proactively manage security and mitigate security risks.
Roles and Key Responsibilities:
- Manage key aspects of the development, implementation, and consolidation of the AYL project. Serve as a point of contact to USAID/Burma, as well as public, private, and non-government stakeholders, as needed;
- Manage key functions of the project to meet donor expectations in terms of timely and quality results and budget. Contribute to ensuring coordination between program and operations leads. Contribute to ensuring the CRS program quality standards are adhered to per MEAL policy and procedures;
- Effectively manage talent and supervise staff, managing team dynamics and staff safety, security, and well-being through coaching, mentoring, and liaising with necessary support staff. Strategically tailor individual development plans and complete performance assessments for direct reports. Contribute to the development of staffing plans and the recruitment process of senior staff;
- Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans and ensure the updating of such plans;
- Promote, uphold, and model a commitment to the efficient use of agency and USAID resources. Help ensure compliance with the award agreement, including financial tracking and oversight of partner budgets, finance, administration, and reporting to USAID/Burma;
- Maintain relationships with key staff of consortium partner organizations. Contribute to coordination of the roles and activities of staff from other consortium member organizations during implementation in line with CRS partnership principles;
- Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and recommend trainings and technical assistance.
Basic Qualifications:
- Master’s degree in international development, international relations, or a relevant technical area (e.g. education, community/youth/workforce development, public administration, nonprofit management, etc.);
- Minimum 5-7 years of relevant management and technical experience. Experience managing complex activities in challenging environments preferred;
- Minimum 3-5 years of experience managing donor funds, including multi-country grants;
- Strong demonstrated knowledge and experience managing large and complex projects and budgets. Experience managing projects and budgets in conflict-affected communities preferred;
- Staff management and partnership-building experience and abilities that are conducive to a positive learning environment (i.e. demonstrated accompaniment, mentorship, and/or coaching experience).
Required Languages
- Oral and written proficiency in English is required; fluency in Myanmar language preferred.
Travel
- This position will be based in Yangon, Myanmar. Must be willing and able to travel up to 30% in-country.
Knowledge, Skills, and Abilities
- Very good strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions;
- Very good relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship;
- Strong and effective communicator (orally and in writing) who is able to communicate feedback and decisions in a respectful, timely, and sensitive manner to diverse audiences;
- Team leadership abilities with diverse/multi-disciplinary teams. Coaching skills;
- Proactive, resourceful, solutions-oriented, and results-oriented.
Preferred Qualifications
- Recognized technical experience and qualifications in education, youth, and/or livelihoods, sector;
- Knowledge of CRS partnership strategy a plus;
- Experience managing a USAID project or grant strongly preferred;
- Experience in the education sector (and in Myanmar) strongly preferred;
- Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems;
- Experience writing reports and communicating with donors highly preferred.
