IRC began working in Jordan in 2007 to respond to the needs of Iraqi refugees. Since 2012, in response to the Syrian crisis, the IRC has reached over 2.1 million people with multiple services and programs at our community centers, health clinics, and via mobile teams, including through our flagship Ahlan Simsim education program. IRC Jordan works with local partners through a client-centered approach to provide an array of integrated services that improve early childhood development, health, safety, and economic well-being while mainstreaming gender and climate crisis considerations.

Position Summary:

The IRC seeks a Deputy Chief of Party (DCOP) for an anticipated multi-million-dollar USAID early childhood education (ECE) project. The project will work to expand access to early childhood services and to raise the quality of care and services provided. The work will be undertaken in close collaboration with the Jordanian government and the private sector and CBOs. There is expected to be an emphasis on reaching more marginalized and underserved sections of the population, including children with disabilities and children from lower income families, refugee and rural communities. Recruitment is contingent upon successful award of the project, and selection of final applicant is subject

to USAID approval.

Responsibilities

• Responsible for managing and implementing all aspects of the project, providing overall technical, strategic and administrative management, with a focus on achieving the project’s objectives/results.

• Responsible for ensuring quality and timeliness of all deliverables.

• Provide overall leadership, strategic oversight and guidance to the consortium members to achieve overall objectives of the project

• Coordinate and communicate with USAID and IRC country office on technical and financial matters, and implementation of and reporting on programming.

• A critical part of the DCOP’s responsibilities will include ensuring effective coordination of activities with those of relevant Government of Jordan ministries, international organizations, and other USAID-funded activities in the country.

• Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility.

• Ensures timely completion of required plans, technical deliverables, and reports including work plans, monitoring and evaluation plans, quarterly and annual reports, success stories, and other written documents.

Qualifications

• Hold a master’s degree or higher in a relevant field and have technical skills which complement those of the activity’s key technical specialists.

• Have at least 8 years of successful experience as project manager or DCOP of large donor-funded technical assistance projects.

• Demonstrated experience managing similar projects in Jordan or the Middle East region, involving management of multi-million-dollar budgets/portfolios and coordination with multiple programs and partner institutions.

• Solid experience and expertise in the areas of working with government departments, civil society organizations, national NGOs, private sector organizations and other stakeholders to provide safe, quality education services.

• Experience working to integrate good governance across sectors to enable improved service delivery strongly preferred.

• Experience working in politically sensitive environments.

• English proficiency and Arabic language skills are required.

• A thorough knowledge of USAID and other USG assistance policies and reporting requirements is required.
