Summary

Save the Children is seeking a Deputy Chief of Party (DCOP) for an anticipated five-year USAID-funded Social Behavior Change (SBC) Activity in Tanzania. This Activity aim to improve health outcomes by transforming socio-cultural norms and promoting the adoption of healthier behaviors among Tanzanians.

The SBC Activity is anticipated to provide technical assistance to the Government to improve policy and implementation framework around SBC activities.

The proposed DCOP will report directly to the Chief of Party and will be responsible for ensuring design and technical implementation of high-impact, based on proven SBC interventions and approaches that meet stated goals and reporting requirements. This individual will assume the responsibilities of the COP in their absence. As a part of the Activity’s Senior Leadership Team, the DCOP will provide strategic guidance to the development of SBC approaches and interventions in coordination with implementing partners and GOT to ensure quality, timeliness, and efficiency of all activities and deliverables, while adherence to global standards of excellence in SBC. The DCOP will collaborate with the MERL Director to monitor Activity results and adjust interventions accordingly. The DCOP will support the COP in coordinating with USAID, key stakeholders, implementing partners, and government representatives. They will lead the coordination for technical activities throughout the targeted districts, oversee the work of technical staff, and ensure efficient technical and operational support for the project team.

This Key Personnel position is subject to USAID approval. It is also contingent upon project award and funding to Save the Children. National candidates are encouraged to apply. This position will be based in Dar es Salaam.

What You’ll Be Doing (Essential Duties)

  • In collaboration with the COP, ensure that the project is delivered in high quality and according to the contractual requirement with the donor and government (i.e., that all activities and deliverables are completed within the agreed timescale and budget, reports are submitted per agreed schedules, and any other requirements or criteria are fulfilled).
  • Provide leadership and expertise in the development and implementation of SBC approaches and interventions to address the social and behavior change needs of Maternal, Newborn, Child, and Adolescent health (MNCAH), family planning/reproductive health (FP/RH), Global Health Security Agenda (GHSA), malaria, HIV/AIDS, TB and other selected health and development areas.
  • Provide leadership to operationalize SBC approaches and interventions, ensuring Activity’s SBC interventions address determinants of desired behaviors and employ evidence-based techniques to address priority internal, social, and structural determinants.
  • Design and regularly update detailed annual work plans and ensure these are used by the team appropriately to monitor progress towards completion and achievement of project objectives.
  • Ensure technical alignment of programmatic and financial reports for the donor, government, and Save the Children. This includes working closely with the COP and other project staff to ensure reports are of the highest technical quality and submitted in a timely manner to the donor. Comply and adhere to the grant compliance regulations of Save the Children as well as USAID.
  • Support the design and implementation of formative research, and regular monitoring and evaluation tools to inform SBC interventions and products, and measure implementation intensity and outcome data.
  • Serve as the technical lead and key SBC technical point of contact for partners, including participation in technical meetings, conferences, and coordination platforms.
  • Mentor and supervise direct reports to achieve their work plan objectives, and to contribute to the achievement of the overall project goals.
  • Maintain excellent working relationships with officials, government ministries, implementing partners, and the international and local NGO community.
  • Work with project staff, technical advisors, and consortium partners to identify the technical support needs of the project and ensure this support is provided.
  • Coordinate closely with Save the Children offices in administrative and HR matters, especially regarding operations and financial matters as they relate to the project.

Required Qualifications

  • Master’s degree or its Equivalent in public health, business administration, behavioral and social sciences, marketing, communication or community development, international development, or a related field from an accredited university preferred.
  • 8-12 years of senior level professional experience designing, managing, and implementing donor-funded international development activities, preferably in a project director or Deputy Chief of Party role.
  • Substantial technical experience with and understanding of state of the art Social and Behavior Change programming applied to health (e.g., FP/RH, MNCAH, GHSA, HIV/AIDS, malaria) including human-centered design and participatory development, behavioral insights, social norms approaches and community engagement.
  • Strong financial management, compliance, budgeting and project operations/administrative oversight abilities.
  • Experience working and living in Tanzania or East Africa region preferred.
  • Experience strengthening the capacity of national non-government partner organizations to achieve USAID’s goals for localization.
  • In-depth knowledge of USAID approaches and regulations.
  • Demonstrated experience in successfully leading and managing multi-disciplinary teams to achieve project results in a fast-paced and complex environment.
  • Proven ability to work collaboratively with host governments, development partners, the private sector, and community organizations.
  • Excellent oral and written communication skills in English and Kiswahili.
  • Ability to produce clear and concise reports, publications, briefs and other written materials related to the project.
  • Ability to travel within Tanzania as required and as security conditions allow.
