Overview

Jhpiego seeks a Deputy Chief of Party to provide technical leadership and direction to ensure the strategic, technically sound programming, and overall integrity for an upcoming USAID-funded Global Health Security Activity: USAID Usalama wa Afya Duniani Activity. The $30,000,000 million project aims to support the Government of Tanzania to strengthen and capacitate the existing health system to prevent, detect and respond to emerging infectious diseases (EID). The project aims to build and strengthening measurable, sustainable capacity while helping to develop and adopt evidence-based and innovative solutions to prevent, rapidly detect, effectively respond to, and ultimately recover from EID – whether naturally occurring, accidental, or deliberate.

The Deputy Chief of Party will operate under the leadership of the Chief of Party and be part of the project’s senior management team. The Technical Director will be accountable for the technical and methodological soundness of all project activities and be the main technical point of contact with USAID. In collaboration with the Government of Tanzania and alongside the project team, partners and stakeholders, the position will support the design and implementation of programmatic strategies and approaches based on scientific evidence and best practices.

Responsibilities

  • Provide technical leadership and strategic design and direction to ensure programmatic integrity to the project and technical guidance and support local stakeholders and organizations in the following areas:
  1. Building capacity at a national level for zonal and regional healthcare facilities to detect and monitor antimicrobial resistance (AMR), implement antimicrobial stewardship (AMS), and prevent the spread of resistant organisms.
  2. Strengthening the quality of the laboratory system to rapidly and accurately detect and report EIDs and AMR.
  3. Supporting Government of Tanzania systems to achieve the 7-1-7 metric for timeliness of outbreak response.
  4. Institutionalizing consistent infection prevention and control (IPC) practices among healthcare workers in medical facilities.
  5. Preventing the accidental or intentional spread of pathogens within and from laboratories through consistent implementation of stringent biosafety and biosecurity (BSBS) practices.
  6. Empowering zonal and regional facilities to strengthen and monitor health security practices, particularly in AMS and IPC, at regional and district-level facilities; and
  7. Proactively conducting multisectoral engagement and coordination with stakeholders from across the national and subnational levels, public and private sectors, and both the animal and human sectors to ensure a One Health approach.
  • Accountable and responsible for assurance that the project is technically sound, evidence-based and implemented as per the scope.
  • Design and ensure fidelity of high-quality technical approaches and implementation.
  • Lead technical collaboration and consultation to ensure project is aligned and responsive to the needs of Government of Tanzania, national partners, private sector, stakeholders, and the donor.
  • Liaise with multisectoral stakeholders, using a One Health lens, to ensure approaches and priorities across sectors is integrated with technical integrity into the project’s activity designs and approaches.
  • Participate in relevant technical working groups and other knowledge exchange forums and provide technical leadership and guidance as required.
  • Oversee the technical approach in the implementation of activities/initiatives supporting the global International Health Regulation (IHR) standards to advance and improve Joint External Evaluation (JEE) scores.
  • Provide technical assistance and inputs into national policies and guidelines.
  • In collaboration with the M&E Director, define measures of success for technical areas, and monitor country quality gaps and trends and recommend strategies to resolve them in collaboration with the Ministry of Health and other national government agencies involved in One Health.
  • Develop and maintain strong working relationships with USAID and the Government of the Tanzania at national, regional and district level counterparts and related departments (including those in the One Health space e.g. animal health/veterinary sciences, agriculture, environment, and biodiversity management); public health partners, member organizations and professional associations (public and private health care providers), and local civil society organizations, and local research institutions to maximize resources and avoid duplication of effort;
  • Provide mentoring and capacity building at the individual and organizational level, including with local partners in specific areas of expertise in at least one of the following areas: laboratory systems strengthening, surveillance systems, and/or emergency response in Tanzania.
  • Ensure coordinated and quality provision of technical assistance to the Government of Tanzania and local organizations including drawing upon and translating global data and trends to identify strategic opportunities, identifying needed shifts in technical approaches and implementation and by identifying opportunities to fill critical knowledge gaps.
  • Improve capacity of local government health authorities to conduct evidence- based and epidemiological analysis of local health systems for decision-making to inform strategic and programmatic direction.
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results.
  • Promote and mentor program staff, stakeholders, Government of Tanzania, and local organizations to collect, analyze and use high quality data for decision making.
  • Learn and collaborate from other USAID GHS focus country programs (implemented by Jhpiego and other entities) and integrate learnings into the Tanzania GHS activity and develop a cadre of GHS champions and national technical experts.
  • Provide technical oversight to sub-partners to ensure they can deliver on project scope.
  • Mentor, supervise, and manage performance and provide timely feedback to technical and program staff.
  • Lead the preparation, and timely submission of quality project reports and workplans and other technical deliverables to USAID.
  • Contribute to knowledge management, research and learning to advance GHS strategies and approaches nationally and globally.
  • Present and promote findings and strategies at national and international venues to share lessons learned and best practices.

Required Qualifications

  • Master’s degree in a relevant field such as infectious disease or tropical medicine; public health; applied or field epidemiology; animal health or veterinary sciences; environmental science; one health, health systems strengthening.
  • Minimum of 9 years and above of experience in a senior role managing large, complex, and integrated programs of similar scope, preferably in global health security in public and private facilities, local government institutions systems strengthening, developing, and capacitating local organizations in the Tanzania and dollar value.
  • Proven ability to work collaboratively with government, donors, the private sector, various ministries, development partners, community organizations, research organizations, and academic institutions to advance health objectives.
  • Previous recent experience working in Tanzania with intimate understanding of local healthcare system, government system, and gaps and opportunities in the above-mentioned technical areas, and preferably with established relationships with relevant Tanzania stakeholders.
  • Demonstrated experience leading and managing multi-sectoral and multi-disciplinary teams to achieve project results in a fast-paced and complex environment.
  • Previous experience working on USAID-funded projects, matched with an in- depth knowledge of USAID regulations, compliance, and reporting requirements.
  • Experience working with sub-/grantees, local and international and knowledge of capacity development approaches for locally led demonstrated experience in GHS preferred.
  • Strong analytical and critical thinking skills and ability to translate data into action and communicate results to wide ranging audiences.
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out.
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts, and representatives from other key stakeholders such as NGOs and CSOs
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English Ability to coach, mentor and develop technical capacity of technical staff.
  • Ability to travel nationally and internationally.
