Chemonics International seeks interested and qualified individuals for the Deputy Chief of Party (DCOP) position for the anticipated USAID-funded Global Health Security (GHS) Activity in Guatemala. USAID GHS programs provide targeted technical support to key actors and entities of partner countries, with the objective of strengthening the country’s health system and enhancing human resource capabilities. The goal of this Activity is to build Guatemala’s resilience and self-reliance to effectively prevent, mitigate, and respond to the health and economic impacts of emerging infectious disease pandemics.
The position is anticipated to be based in in Guatemala City, Guatemala. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Please note that hiring for this position is contingent upon the contract’s future award to Chemonics International.
Responsibilities:
- Provide leadership, oversight, management, and overall coordination of operational and technical activities under the supervision of the Chief of Party and in coordination with the senior management team;
- Support the development and implementation of key management systems to support project planning, reporting, and performance management though a strategic, analytical approach;
- Coordinate the technical team and subgrantees to ensure the full and accurate implementation of the activities, achieving the Program’s results and objectives while complying with USAID rules and regulations;
- Collaborate with the Chief of Party to oversee and review all technical writing products and deliverables, including annual work plans, performance management reports, and strategic communications such as lessons learned and success stories;
- Develop and maintain relationships with government counterparts, implementing partners, private providers, and other key stakeholders in the private and public sectors at the community, country, and international level;
- Ensure all program assistance is technically sound and appropriate for the local context and integrate innovative practices, emerging knowledge, and international best practices into program activities;
- Identify challenges and obstacles impacting program implementation, develop strategies to address these issues, and collaborate with the Chief of Party and program staff to implement the solutions.
- Liaise with Chemonics Washington DC security staff and other security stakeholders to ensure the safety of staff, assets, and beneficiaries;
- Supervise a senior management team, technical and administrative staff, subcontracting organizations, and consultants to ensure effectiveness and quality of technical assistance provided;
- Collaborate with finance and project staff to develop and monitor project budgets;
- Act as Chief of Party, when the Chief of Party is absent from the Program; and
- Performs other duties and responsibilities as required.
Qualifications:
- An advanced degree in project management, public health, infectious diseases, international development, health systems strengthening, or related field;
- Minimum five years of demonstrated experience in managing public health programs, health systems strengthening programs, infectious diseases or global health security programs in Central America; experience in Guatemala preferred.
- Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting;
- Track record of progressive responsibility with demonstrated senior-level leadership (e.g. Deputy Chief of Party) on programs of similar budget, scope and complexity;
- Demonstrated ability and desire to work effectively with government agencies, USAID or other donors, the private sector, subgrantees, and local partners to achieve program targets;
- Demonstrated experience leading and professionally developing diverse teams in similar programs in the region;
- Excellent communication, presentation, and writing skills in both English and Spanish required;
- Strong problem-solving skills and ability to address programmatic and technical challenges.
- Demonstrated leadership, versatility, and integrity; and
- Ability to live and work in Guatemala City, Guatemala, with travel to the Guatemalan departments as required.
