Chemonics seeks a Deputy Chief of Party for the anticipated five-year, $25-50 million Sustainable Water Sanitation and Hygiene Partnerships Activity.

The Deputy Chief of Party is responsible for assisting the Chief of Party with the overall management and oversight of the Activity. The Deputy Chief of Party will be responsible for ensuring adherence to USAID regulations, the contract, and Chemonics policies. The Deputy Chief of Party oversees management of operations, administrative matters, and finances and serves as acting Chief of Party when necessary. We anticipate that the Deputy Chief of Party position will be based in Lusaka, Zambia. Key responsibilities:

  • Provide overall Activity, managerial, and technical support to the Chief of Party.
  • Ensure proper administration of the project through the supervision of the project finance, procurement, and administration teams.
  • Support elaboration of project deliverables, including quarterly, annual, and final reports as well as financial reports.
  • Support the Chief of Party to implement and maintain key management systems that support project planning, reporting, and performance management; financial management; property and technical procurement systems; and personnel management.
  • Build partnerships with key stakeholders, including local implementing partners, government officials, and USAID.
  • Monitor operational systems and policies across the Activity.
  • Ensure compliance with U.S. Government regulations, Chemonics’ corporate policies, and the laws of the Government of Zambia.
  • Serve as acting Chief of Party – fully delegated responsibility and decision-making for technical and administrative project implementation and management – as directed.
  • Other duties as assigned.

Qualifications:

  • A Masters’ Degree in Finance, Accounting, WASH/Water Resource Management, related field, or relevant experience to Supplement. Bachelor’s degree required
  • Five to eight years of experience managing a development project with a minimum of two years of experience as either a DCOP, director, or manager on a USAID-funded project. Strong preference will be given to those candidates that have USAID contract management experience.
  • Excellent interpersonal and leadership skills and experience managing teams.
  • Demonstrated skills in establishing and maintaining contacts with governmental counterparts, civil society, and private sector partners.
  • Knowledge of US Government financial, procurement, grants, and compliance regulations.
  • Fluency in English with excellent oral and written communication skills required.
