DEPUTY CHIEF OF PARTY-OPERATIONS AND COORDINATION, AFGHANISTAN

CARE seeks a Deputy Chief of Party-Operations and Coordination (DCOP) for the anticipated USAID-funded Afghanistan Integrated Youth Activity (AIYA). This activity aims to empower Afghan youth, particularly girls and young women, by equipping them with market-relevant technical and soft skills. This initiative seeks to enhance income, food security, and economic resilience among participants. The overarching goal of AIYA is to improve learning outcomes and livelihood opportunities for young women and men. Expected outcomes include: 1) Improved post-secondary technical and vocational education or learning opportunities for youth, with a focus on market-relevant, skills-based learning within the agricultural sector and its related value chains. 2) Youth, particularly girls and young women, acquire market-relevant skills to improve livelihood opportunities and engage in climate resilient agricultural value chains in their home, community, or other settings.

The DCOP plays a key role in supporting the Chief of Party (COP). The DCOP will be responsible for overseeing project operations, ensuring effective coordination among project components, and maintaining compliance with USAID regulations and policies. This role involves strategic planning, resource management, and fostering strong relationships with international and local stakeholders to achieve project objectives.

This activity is expected to be a five-year program in the $62 million range.

This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding. National candidates are encouraged to apply. This position will be based in Kabul.

Responsibilities:

· Collaborate closely with the COP in overseeing and directing the day-to-day operations of the project. Serve as acting COP in their absence.

· Build and maintain effective relationships with project partners, government counterparts, and other stakeholders.

· Identify and mitigate operational risks to ensure the smooth implementation of project activities.

· Manage all logistical and procurement activities, ensuring timely and efficient delivery of goods and services.

· Oversee project finances, including budgeting, monitoring, forecasting, and financial reporting, to ensure compliance with USAID and CARE regulations.

· Facilitate coordination among project teams, field offices, partners, and stakeholders to ensure seamless integration of activities.

· Support subaward partners in project implementation and grants management, ensuring compliance with subaward agreements and reporting requirements.

· Oversee project’s human resource functions, including recruitment, compensation, benefits, onboarding, employee relations and performance management.

· Ensure project activities comply with USAID rules and regulations, as well as CARE’s security protocols.

· Recruit, onboard and manage operational team members as needed.

· Manage project compliance, registration, sub offices and ensure adherence to post country regulations.

Qualifications:

· Master’s degree or equivalent in International Development, Public Administration, Business Administration, or a related field.

· 8-10 years of relevant senior experience in international development as Deputy Chief of Party, or in a senior management role on large $50 million humanitarian or development projects.

· Demonstrated operational experience and knowledge of one or more of the following: grants management, financial management, procurement, compliance, security and/ or human resources management.

· Experience managing USAID cooperative agreements and/or contracts.

· Experience working in Afghanistan or on fragile or post-conflict states preferred.

· Experience recruiting, developing, and managing staff and teams.

· Knowledge of host country legal and regulatory context.

· Experience working in Afghanistan is preferred

· Fluency in English required (spoken and written)

· Proficiency in local languages (Dari or Pashto) is preferred.

· Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.

· Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).

· Demonstrated commitment to principles of Diversity, Equity, Belonging and Inclusion (DEBI).

· Ability to travel within Afghanistan as required and as security conditions allow.
