Deputy Chief of Party – Ukraine Mental Health Activity

PROJECT DESCRIPTION

The successful candidate will be the International Medical Corps’ Deputy Chief of Party (DCOP) for the United States Agency for International Development (USAID)’s anticipated 5-year, USAID/Ukraine Flagship Mental Health Activity. This project is aimed at supporting the Government of Ukraine in accelerating development of a modern, evidence-informed, integrated mental health system at all levels. This system will foster enhanced accountability, efficiency, and transparency to effectively address the evolving mental health challenges faced by Ukrainians amidst Russia’s full-scale war against Ukraine, and during its recovery. This activity is estimated at $50-$100 million with an anticipated solicitation release date of July 15, 2024, and award date of November 20, 2024.

The position will be based in Kyiv, Ukraine.

JOB SUMMARY

The Deputy Chief of Party (DCOP) will oversee operational and program management for the project, supporting the Chief of Party to ensure program performance through monitoring of activity progress, financial status, and compliance with reporting requirements. The DCOP will be responsible for ensuring capacity sharing between consortium partners to achieve project milestones. The DCOP will liaise with country program and partner staff and support them to put in place systems to ensure project performance. S/he will be responsible for the day-to-day management of the project, including operations and activity delivery. S/he would also be able to act for and represent the Chief of Party, as necessary.

MAIN TASKS AND RESPONSIBILITIES

Project Management

  • Responsible for supporting the Chief of Party (COP) in the day-to-day management and operations of the project, including financial management, compliance with the deadlines as per the workplan and reporting.
  • Support the CoP in the overview of the budget pipeline development and monitoring, and conduct monthly reviews to ensure accountability, accuracy, and timely reporting of all project activities and financial deliverables.
  • Ensure strong collaboration is developed between different departments including project staff from different partners, operations, programs, and country-based field team counterparts in a spirit of mutual support, encouragement, and cooperation.
  • Oversee project monitoring and evaluation processes and tools, promoting an effective use of data and insights for project adaptation and learning, across project partners.
  • Lead the coordination among all consortium members to ensure compliance with grant specific requirements in terms of reporting, as per schedule and ad hoc, communication tools used for both internal and external dissemination of information. Oversee the quality of all deliverables before submission.
  • Coordinate with the country-mission and partners in the organization of relevant field-based activities as per workplan that meet quality standards.
  • Identify issues and risks related to project implementation in a timely manner and ensure appropriate program adjustments.

Senior Coordination and Representation

  • Develop and maintain relationships with partners, and stakeholders at country level.
  • Represent the project director, as necessary, to USAID, implementing partners, host country governments, project stakeholders, and counterparts in the public and private sectors.
  • Lead excellent cooperation with and between relevant IMC staff, consortium partners, and other key project stakeholders, to ensure alignment of project activities as well as instituting clear processes and protocols for surfacing any issues or challenges in a timely manner.
  • Work closely with relevant IMC senior leaders, COP, and relevant country staff for Operations, to support troubleshooting of key issues, push forward key priorities and management of the project.

Consortium and Subawards Management

  • Support the COP in the consortium management, ensuring support aligns with partner-specific needs, donor compliance, and implementation plans.
  • Support the COP in the overall relationship management with partners’ project-specific team members; cultivate and maintain positive and effective working relationships, serving as secondary focal point for all consortium partners.
  • Oversee and provide the necessary support for partners to ensure the quality of all deliverables by the partners is in line with International Medical Corps’ and donor’s guidelines.
  • Manage cross-departmental support to partners at all levels for the management of their subawards, acting as primary focal point for collaboration with different departments such as Grants and Contract Management, Finance, Supply Chain and Logistics, Safety and Security, and more.
  • Ensure full coordination and collaboration is established with the consortium partners and relevant stakeholders (national and sub-national government ministries, multi-lateral organizations, key actors, etc).

Human Resources Management

  • Support the COP in ensuring that the project team and is properly onboarded, roles and responsibilities are properly assigned, and the team is able to implement the agreed project deliverables.
  • As requested, ensure that project staff are supported by established dotted-line supervision.

Security and Conduct

  • Support the COP in ensuring field-level activities appropriately follow global and country-specific security protocols and procedures, including implementation strategies and risk mitigation approaches that align with IMC’s safety and security plans.
  • Contribute to the positive image and overall credibility of the project and organization, notably through adherence to the Code of Conduct and Ethics, including compliance with anti-harassment, safeguarding and PSEA policies.

MINIMUM QUALIFICATIONS

  • Typically, a bachelor’s degree in field related to social sciences, public health, statistics, international development, or related field.
  • Typically, 10+ years of relevant and progressive experience managing high-value, complex, multi-year, multi-partner projects implemented in international development and/or humanitarian settings, including at least 4 years in a senior-level position providing technical assistance and managerial oversight.
  • Demonstrated experience working in projects with focus in the areas in the areas of health systems strengthening, mental health, .
  • Proven experience cultivating and managing donor, host-country and muti-lateral agencies relations; experience with USAID preferred.
  • Experience providing technical direction, assistance, and oversight for project implementation, measuring performance against targets, as well as leading any necessary training and mentoring staff, partners, and key stakeholders.
  • Experience leading and/or supporting assistance, and oversight for project implementation, technical direction, measuring performance against targets, as well as leading any necessary training and mentoring staff, partners, and key stakeholders.
  • Demonstrated experience working in consortiums leading the sub-award and partnership management related to project implementation in international development and/or humanitarian settings
  • Demonstrated experience managing teams, employing both in-person and remote management approaches to supervision of staff in various locations.
  • Strong leadership and management skills with proven ability to lead and motivate multidisciplinary and multicultural project teams.
  • Proven strong consortium and partnership management skills.
  • Demonstrated strategic thinking, creativity, acute problem solving, and analytical skills.
  • Knowledge of foreign aid architecture, including humanitarian and development funding mechanisms.
  • Strong interpersonal and communication skills, both oral and written.
  • Strong familiarity with USAID rules and regulations, including monitoring related compliance and mitigating risks.
  • Fluency in written and spoken English required; language skills in Ukrainian a plus.
  • Willingness and ability to travel to project sites in the assigned countries on occasion, including traveling to insecure environments, is required.
