Counterpart International is seeking a Deputy Chief of Party (COP) for the upcoming USAID-funded Promoting Human Rights in Armenia (PHRA) Activity. The program will promote human rights and fundamental freedoms in Armenia by preventing and responding to human rights violations and by enhancing rights protection. The DCOP will report to the Chief of Party and will have oversight and management responsibility for all operations related activities of the project including the implementation of grants, finance, procurement, and human resources.
Responsibilities
- Lead all project operations in compliance with Counterpart and USAID guidelines.
- Provide oversight of the Grants Team to ensure the grants process is streamlined and capable of meeting program targets including making key adaptations to the grants process to ensure timely and effective grants administration.
- Supervise the Finance team to ensure payments are made to grantees and partners on a timely basis as well as ensuring the submission of all financial documents to USAID. The DCOP will also work closely with the D.C. based program management unit (PMU) and program support unit (PSU) representatives to manage the project budget.
- Works closely with the PMU, PSU and Human Resources department to address all human resource issues including recruitment of vacated or new positions. The DCOP will coordinate and manage quarterly performance check-ins.
- Oversee procurements of equipment, office leasing and consultant services.
- Provide operations or grants support to build capacity of key partners as well as other local organizations on specific activities.
- Manage key staff members on the finance, procurement, human resources, and grants teams.
Qualifications
- Bachelor’s degree in human resource management, business administration, or a related field.
- A minimum of 12 years’ experience in grants design, administration, management, and oversight including supervisory experience. Must have at least 3 years of USAID experience.
- Demonstrated experience working with large to medium USAID projects in operations management, or similar capacity.
- Excellent written and verbal communication skills.
- Demonstrated ability to handle multiple priorities and deadlines.
- Strong written, verbal, analytical and organizational skills.
- Fluency in English and Armenian.
Preference
- Advanced degree in International Development, Social Sciences, Political Science, Governance and Civil Society and/or other related fields.
- Preferably have at least 5+ years of USAID experience.
