FHI 360 is currently recruiting for the position of Deputy Chief of Party (DCOP) for an anticipated USAID-funded integrated youth activity to enable marginalized and vulnerable Malian youth, particularly young women with disabilities, to become educated, healthy and productive citizens while building their resilience to recurrent crises. Shifin ni Tagne will provide youth with the foundational skills needed to prepare them to become agile learners, able to adapt and learn new things in a rapidly changing environment. The project will provide youth, particularly adolescent girls and young women with disabilities, with the skills and knowledge to access sexual and reproductive (SRH) services and practice healthy behaviors. Additionally, Shifin ni Tagne will provide Malian youth with the relevant workforce readiness, vocational, and entrepreneurial skills to succeed as market actors in the agriculture and livestock value chains, vocational trades, sanitation and green jobs in their communities.

Job Summary:

The DCOPis responsible for supporting the COP in developing and maintaining the overall technical vision, strategy, and direction of the project; supporting design, delivery, and progress against the approved work plan; and reporting against the performance monitoring plan.The DCOP is versant in thebarriers facing marginalized Malianyouth in developing literacy, numeracy and life skills keeping them from engaging in safe livelihoods and participating productively in society. S/he will bring contextual knowledge of the learning needs of out-of-school youth and relevant youth service providers, entrepreneurship ecosystem actors, and reproductive health youth services providers.The DCOP will ensure that program components are evidence based, responsive to changing needs, incorporate Positive Youth Development guiding principles and the highest standards of Gender Equality, Safeguarding and Social Inclusion.

The DCOP will work collaboratively with consortium partners and provide technical assistance to strengthen their capacity. S/he will work closely across partners, stakeholders, and counterparts focusing on achieving results in all areas and ensuring that sub-awardees are able to deliver services on time and on budget while ensuring cohesiveactivities. The DCOPwill participate and engage in technical meetings and maintain positive relationships with donors, government officials, partners, and sub-awardees. S/he will be expected to identify issues and risks related to the activity implementation in a timely manner, and to suggest appropriate adaptive adjustments.The DCOP will oversee a team of technical specialists and, at times, act as the Chief of Party.

The position will be based in Bamako, Mali. Employment is contingent upon successful award of theproject to FHI 360.

 

Job Description:

  • Provide technical leadership supporting youth in developing literacy, numeracy, life and work readiness skills, entrepreneurship training, economic strengthening, access to reproductive health services, as well as, engagement with private sector employers.
  • Lead execution of program delivery, and measure progress against the approved work plan and indicators as defined in the performance monitoring plan.
  • Supervisethe timely, accurate and high-quality development and submission of all technical and financial deliverables, in accordance with USAID and FHI 360 rules and regulations.
  • Manage the completion of required reporting deliverables as identified in the project documents and as requested by the donor and/or FHI 360.
  • Implement a shared integrated project vision among staff and subcontractors.
  • Provide technical assistance to consortium partners to strengthen their capacitywith the intention of preparing them to receive direct USAID funding.
  • Build effective relationships with all key stakeholders.
  • Lead and support technical specialists in the development of strategic partnerships with key stakeholders, other USAID-funded projects, civil society actors, and the private sector
  • Manage long-term staff and short-term advisors in a respectful and transparent manner, ensuring achievement of project results
  • Promote sustainability of project activities through linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.

Required Qualifications:

  • Master’s degree in international development, education, economics, gender, or a related field from an accredited university.
  • Minimum of 10 years of experience of relevant management, supervisory, and technical experience working with activities that are of a similar scope and scale.
  • Experience managing USAID projects (preferably as a Deputy Chief of Party) and strong knowledge of USAID programming rules and regulations, grants programs, and monitoring and evaluation policies and procedures.
  • Experience working with youth in two or more of the followingthe areasof gender, economic empowerment, livelihoods, financial inclusion, reproductive health, skills and workforce development, and/or community engagement programming. Experience implementing integrated youth programming is strongly preferred.
  • Experience living and working in Mali preferred.
  • Knowledge and understanding of youth barriers, opportunities and issues in Mali.
  • Demonstrated ability to manage and support diverse teams in challenging environments.
  • Demonstrated experience leading cross-sectoral programming, and leading consortia.
  • Strong knowledge of, and commitment to, gender, social inclusion and equity.
  • Demonstrated leadership, organizational development, partnership-building, managerial, teambuilding and communication skills.
  • Proven ability to develop relationships and coordinate with government officials, private sector, civil society, and non-governmental organizations.
  • Demonstrated knowledge of United States Government rules, regulations, policies, and procedures as they relate to project compliance and reporting.
  • Verbal and written fluency in French and Englishrequired, fluency in Bambara strongly preferred.
