Deputy Chief of Party – USAID Mozambique STEP UP

FHI 360 is currently recruiting for the position of a Deputy Chief of Party (DCOP) for an anticipated five-year project funded by the US Agency for International Development (USAID) in northern Mozambique entitled “Stability Through Economic Progress, Unity and Peacebuilding” (or “STEP UP”). FHI 360 anticipates that STEP UP will support grants and capacity development to innovative local business and groups to increase opportunities for economic growth and diversification and increase social cohesion within communities, with a focus on areas prone to conflict, including but not limited to Cabo Delgado. STEP UP will allow communities to participate more actively in their own development through directly providing opportunities and tools, including but not limited to various grant challenges for business and social cohesion.

Job Summary:

The DCOP will report to the Chief of Party and will support him/her in overseeing project implementation and will have a role in providing direct technical support to staff and partners. The DCOP will assist the Chief of Party with the development and implementation of the project’s vision, strategy, and technical direction, ensuring timely progress against schedules, achievement and quality of deliverables, and quality of results. S/he will supervise and coordinate the technical and field activity implementation team, including local implementing partners.

It is expected that the Deputy Chief of Party will be located in Pemba, Mozambique, with anticipated project funded travel throughout the northern region of the country. Employment is contingent upon successful award of the project to FHI 360, as well as USAID approval of the finalist.

Primary Responsibilities:

  • Co-lead strategic and operational planning, including work planning, and ensure project compliance with all reporting requirements of USAID and FHI 360;
  • Management of deadlines, drafting of reports, maintenance of records, and monitoring achievement of benchmarks in the award;
  • Supervise and ensure the strong performance of a team of FHI 360 and partner staff dedicated to the project and responsible for coordinating all field activities and providing technical assistance and capacity building support to project staff, grantees, and stakeholders.
  • Assist the Chief of Party in creating and maintaining good working relationships with USAID, sub-awardees, Government of Mozambique counterparts, local organizations, and other program partners;
  • Establish appropriate monitoring mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported and that project objectives are met;
  • Coordinate and contribute to all quarterly performance reports, contribute to monitoring, evaluation and learning (MEL) activities, and lead select activities aimed at fostering project learning and adaptive management;
  • Serve as acting Chief of Party in his/her absence; and
  • Manage long-term staff and short-term advisors, and partner staff dedicated to the STEP UP Activity in a respectful and transparent manner, ensuring achievement of project results.

Minimum Requirements:

  • At least 10 years of relevant technical/project experience managing complex international development programs of similar complexity, budget, and scope (including technical leadership, implementation, logistics, budgeting, staffing);
  • At least 3 years of experience leading and managing projects funded by USAID or other donors, and knowledge of USAID rules and regulations, highly preferred;
  • Bachelor’s or higher degree in a relevant field such as conflict resolution, international development, law, political science, or related social sciences; Master’s degree preferred;
  • Proven leadership and experience implementing and providing technical assistance to economic participation and livelihoods, local capacity development, grants facilities, preventing or countering violent extremism (P/CVE), community development and resilience, youth engagement, peacebuilding, and/or civic education activities;
  • Fluent spoken, written, and reading abilities in Portuguese; proficiency in English and familiarity with other local languages spoken in northern Mozambique preferred;
  • Demonstrated success as a project manager or Technical lead with organizational skills to successfully manage and coordinate large and disparate work groups;
  • Experience in research, learning, and adaptive management preferred;
  • Ability to develop and foster relationships with diverse local counterparts including government representatives, civil society organizations, donors, and donor-funded implementers;
  • Proven people management skills;
  • Demonstrated commitment to customer service; and
  • Sound knowledge of social and political dynamics in northern Mozambique.
