Org. Setting and Reporting
This position is located in the Security and Safety Section, Bangkok, in the Department of Safety and Security. The incumbent reports to the Chief of Security and Safety Section.
The Department of Safety and Security is responsible for providing leadership, operational support and oversight of the security management system, ensure the maximum security for staff and eligible dependents as well as enable the safest and most efficient conduct of the programmes and activities of the United Nations system.

Responsibilities
Under the direct supervision of the Chief of Security and Safety Section, the incumbent is required to perform the following functions:
- Prepares draft of security plan for the ESCAP premises including all aspects related to elaboration, development, implementation and updating of the plan;
- Maintains continuing lines of communication with the Department of Safety and Security, ESCAP Executive Secretary, other duty station-specific management and crisis bodies (including security focal points) and resident UN organizations to ensure maximum security coordination;
- Assesses prevailing local security conditions, identifying security trends and advising UN staff, project personnel and dependants regarding their security and safety;
- Ensures that fire detection devices and fire-fighting equipment are available on the premises. Maintains fire evacuation plan and conducts fire drills and training as necessary;
- Maintains office security by conducting physical security inspections of facilities, issuance of identity cards, if possible, background checks, and entry control;
- Ensures availability of emergency communications system by making periodic checks to determine if system is functioning properly; arranges for necessary repairs or adjustments;
- Investigates security-related incidents involving UN staff members, project personnel or eligible dependant;
- Assumes full responsibility in the Chief’s absence, issues appropriate performance and operational directives to security forces and administrative staff;
- Oversees the administration of the section including recruitment, performance management, forecasting of budgetary requirements, budget preparation, resource allocation and other financial matters pertaining to the section and the operation of accounts devolved to SSS, and specifies appropriate security related equipment. Defines and analyses training needs and proposes training programs. Supervises administrative staff and officers;
- Maintains protection detail for senior officials as necessary.

Education
- Advanced university degree (Master’s degree or equivalent) in security management, criminal justice, business administration, political/social science, international relations or a related field is required;
- A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of five years of progressively responsible experience in security management in the military, police, public, or private section is required;
- A minimum of five years of progressively responsible experience in the management of security and safety services within the United Nations Common System or international organizations similar to UN Common System is required;
- Demonstrated experience and exposure in compound and physical security and international security-related issues is required;
- Field experience in security management system within the United Nations Common System or international organizations similar to UN Common System is desirable;
- Experience in crisis management within the United Nations Common System or international organizations similar to UN Common System is desirable;
- Experience in preparing security plans and emergency communications system within the United Nations Common System or international organizations similar to UN Common System is desirable;
- Security management work experience in the Asia-Pacific region as demonstrated by living and working in the region outside of home country is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.
