ICAP at Columbia University, a leading organization in Global Health, seeks a highly qualified and experienced Deputy Country Director-Technical to lead and oversee the planning, implementation, monitoring, and evaluation of its HIV-related projects in South Sudan. This is a critical role for a passionate and dedicated individual who thrives in challenging environments and is committed to improving the lives of people living with HIV in South Sudan.

The Deputy Country Director-Technical is responsible for leading and overseeing the planning, implementation, monitoring, and evaluation of ICAP’s HIV care and treatment portfolio in South Sudan. The Deputy Country Director will represent ICAP in communication with ICAP’s Country Director in engaging the Health Authorities at all levels, funding agencies, and other stakeholders. Working with the Finance and Administration Director, the Deputy Country Director-Technical ensures financial and logistic inputs are available for efficient and effective technical program implementation.

Responsibilities:

Partnership Management:

▪ Collaborates effectively with government, donors, implementing partners, and communities to successfully implement HIV care and treatment programs.

▪ Develop collaborative relationships with technical focal points in PEPFAR, CDC and government departments and external organizations to meet mutual goals.

Advocacy:

▪ Advocates for and represent ICAP and its HIV care and treatment programs at national and subnational levels in meetings with the government of South Sudan, technical working groups, and partner organizations.

▪ Leads relationship management with the Ministry of Health, partners and funders, and health facility management for all technical matters.

Program Leadership:

▪ Provides strategic leadership and direction for ICAP’s HIV care and treatment portfolio in South Sudan, ensuring alignment with national and international health priorities and donor requirements. (ICAP South Sudan provides technical assistance (TA) to the national HIV/AIDS response.)

▪ Participates in strategic decision-making for general efforts management as an ICAP-SS senior management team member.

▪ Coordinates provisions of TA to the Ministry of Health and identifies technical resources from the different departments within the country office and ICAP headquarters.

Technical Expertise:

▪ Provides expert technical guidance on a wide range of HIV care and treatment interventions, including antiretroviral therapy (ART), prevention of mother-to-child transmission (PMTCT), viral load testing, and capacity building

▪ Ensures coordination of clinical activities and consistency with the funder’s and ICAP’s objectives while avoiding effort duplication.

▪ Ensures high quality and timely donor reporting across projects.

▪ Participates in preparing scientific analyses, abstracts, and publications from the studies and surveys.

Planning and Implementation:

▪ Leads the development and implementation of annual continuation applications, work plans, and budgets for all ICAP projects.

▪ Conducts site visits regularly to oversee the implementation of all ICAP’s projects.

Capacity Building:

▪ Builds the capacity of government partners, healthcare providers, and communities to deliver high-quality HIV care and treatment services. Provide training, mentorship, and technical support.

Qualifications:

• MBBS/MBChB/MD are required—a Master’s degree Public Health/ Epidemiology/Infectious Disease/Internal Medicine or another relevant field is preferred.

• Minimum of 8 years of experience in international public health, preferably in HIV care and treatment in resource-limited settings.

• Extensive experience in program planning, implementation, monitoring, and evaluation.

• Strong technical expertise in HIV care and treatment.

• Demonstrated ability to manage and lead complex projects under challenging conditions.

• Strong technical expertise in HIV care and treatment.

• Proven experience in building capacity and providing technical assistance to healthcare providers.

• Excellent communication, interpersonal, and analytical skills.

• Ability to work effectively in a team and independently.

• Fluency in English and proficiency in Arabic is a strong asset
