DEPUTY COUNTRY DIRECTOR, PROGRAM – AFGHANISTAN

JOB SUMMARY

We are seeking an experienced and strategic Deputy Country Director – Program (DCD-P) to join our dedicated team in Afghanistan. The DCD-P will be a pivotal player in steering CARE’s programs towards our vision of a world of hope, tolerance, and social justice, where poverty has been eliminated and people live with dignity and security. This role demands a dynamic leader who can seamlessly integrate program development, implementation, monitoring, and evaluation to significantly reduce poverty and social injustice.

RESPONSIBILITIES

  • Program Quality and Impact: Lead the development, implementation, monitoring, and evaluation of country office programs and projects to ensure they align with CARE’s strategic plans and principles. Foster innovation and risk-taking and promote a culture of learning and knowledge sharing.
  • Program Management: Oversee the effective management of programs, ensuring compliance with CARE’s policies, sound resource management, and timely donor and government reporting.
  • Program Strategy: Drive the development and implementation of a coherent program strategy that addresses the underlying causes of poverty and social injustice, in line with CARE’s vision and priorities.
  • Reflective Practice and Learning: Promote mechanisms for reflective practice and learning at all levels. Encourage innovation and participation in broader CARE and external learning initiatives.
  • External Relations and Partnerships: Cultivate and maintain strong relationships with government counterparts, donors, NGOs, and other stakeholders. Represent CARE in national dialogues and coalitions, ensuring our visibility and positive image.
  • Staff Management: Provide supervision and management for direct reports, foster a collaborative program team, and ensure robust performance management and staff development.

QUALIFICATIONS:

  1. Bachelor’s Degree in a relevant field.
  2. Minimum of 5 years in senior program management in the development sector.
  3. Proven leadership and management skills in complex international settings.
  4. Experience in strategic and operational planning, program design, implementation, and evaluation.
  5. Proficiency in managing diverse workforces and emergency-related activities.
  6. Excellent analytical, interpersonal, and team-building skills.
  7. Fluent in English, with strong communication, negotiation, and facilitation abilities.
