The position is located in the ILO Decent Work Technical Support Team for East Asia, Southeast Asia and the Pacific and Country Office for Thailand, Cambodia and Lao PDR (DWT/CO-Bangkok). DWT/CO-Bangkok provides high-quality, timely, and integrated technical support to Country Offices in the design, implementation and monitoring and evaluation of Decent Work Country Programmes (DWCPs), within the framework of the UN Sustainable Development Goals (SDGs). It has frontline responsibility to support constituents in developing and implementing activities in the context of the ILO’s Decent Work Agenda and for the delivery of development cooperation and advisory services.
The position reports to the Director of DWT/CO-Bangkok and assists in assuming the leadership of both the DWT and the CO, ensuring the adoption of an integrated approach to the promotion of the DWCPs in the countries under the geographical coverage of the DWT/CO.

Duties:
- Provide support to the Director in the strategic design and implementation of the DWT’s substantive work programmes to ensure that they effectively respond to the priority needs of the ILO’s tripartite constituents within the framework of the DWCPs and agreed outcome-based work plans.
- Support the Director in ensuring timely, high-quality, well-coordinated and integrated technical services to the constituents in the design and implementation of the DWCPs within the framework of agreed work plans and in response to their needs.
- Promote the delivery of the ILO’s Decent Work Agenda so that measurable results are achieved within the framework of the DWCPs, consistent with the ILO’s Strategic Plan and biennial Programme and Budget and aligned with respective United Nations Sustainable Development Cooperation Frameworks and other joint initiatives anchored in the SDGs.
- Support the Director in overseeing the implementation of and reporting on development cooperation projects, and preparing monitoring reports on programme implementation, including keeping track of progress of financial delivery of activities for DWTCO-Bangkok.
- Support the Director in representing the Office and in building and maintaining strong relationships, in particular with constituents and development partners, and in collaborating with decision-makers and the wider public to raise the visibility of the ILO.
- Play an active role in supporting the development and implementation of knowledge management and communication strategies in the countries covered by DWT/CO-Bangkok, in coordination with the functional units of the Regional Office responsible for communications, research and information technology.
- Assume responsibility for approving financial commitments and payments as formally delegated by the Director. Coordinate resource mobilization, prepare and submit programme and project proposals for resource mobilization based on inputs from ILO technical specialists, development cooperation staff and Country Office staff and against relevant indicators, targets and quality standards.
- Assist the Director in managing resources to implement the DWT work plans and the DWCPs in the countries under the geographical coverage of the DWT/CO-Bangkok.
- Assist the Director with the supervision and coordination of financial and human resources ensuring proper use of resources and information systems in compliance with ILO rules, regulations and ethical standards.
- Promote a harmonious working environment which encourages learning and in which all staff can discharge their professional responsibilities in an efficient and effective way and are treated with respect, dignity and courtesy. Encourage knowledge sharing and linkages and synergies between development cooperation, regular budget activities and the interface between field and ILO headquarters.

- Assist the Office Director in identifying the requirements necessary to develop, implement, monitor and evaluate the wide range of activities of the Organization in the countries covered by the DWT/CO-Bangkok.
- Coordinate the inputs of technical specialists and lead missions when necessary. Prepare and submit programme and project proposals and activities to ensure conformity with the defined objectives.
- Strengthen and develop relations between the ILO and the government, employers’ and workers’ organizations within the geographical coverage of the DWT/CO Bangkok. Keep abreast of the status of these partners and of their needs in the light of ILO’s various fields of competence.
- Review development cooperation project proposals to ensure that they comply with the Organization’s mandate and agreed strategy and that the Organization’s rules and procedures are correctly applied.
- Coordinate programme activities, ensure the provision of prompt technical assistance, and assist the Director with the management of the Office including operational programmes and financial and administrative matters.
- Coordinate the Organization’s activities at the national level, develop and promote collaboration with other national, regional or international agencies with respect to development cooperation programmes and formulate strategies and programmes for action.
- Provide administrative and technical backstopping to ILO officials engaged in development cooperation projects, including contacts with the authorities concerned.
- Contribute to and participate in inter-agency meetings convened by the UN Resident Coordinator. Provide technical and policy advice in the preparation of country programming exercises and reviews and prepare technical papers and recommendations.
- Develop themes, research and information on various economic and social subjects as may be required by technical units at headquarters. Coordinate efforts to seek external funding for development cooperation activities.
- Organize and participate in seminars, workshops, symposia and meetings, including giving lectures on ILO activities and represent the Organization.

- Advanced university degree in management, business administration, economics, law, political or social science or related field. A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
Experience:
- At least ten years of experience, including at the international level, in the formulation, management and implementation of development programmes or development cooperation activities, and experience in the field of labour and social policies. Substantial relevant work experience in Asia Pacific would be a strong advantage. Experience within the United Nations System would be a strong advantage.
Languages:
- Excellent command of English.
