Overview:
The Deputy Director – Closeout will serve on the GH-TAMS closeout committee to support the implementation of GH-TAMS’ programmatic closeout, transition planning and coordination with the follow-on project, drafting of final project deliverables, and working on a limited number of complex, urgent, and/or client-sensitive assignment requests if needed, depending on assignment numbers/demand. The DD – Closeout should have a demonstrated ability to work independently with minimal oversight. The position reports to the Deputy Director of
Projects – General and works collaboratively with all members of the GH-TAMS Team and IBTCI and Dexis Headquarters counterparts as required.
Responsibilities
Essential Duties/Tasks and Responsibilities:
The DD – Closeout will serve as a key member of the GH-TAMS closeout committee and support the Project and F&A teams to complete assignment programmatic closeout checklists and coordination during the transition to the next project.
The DD – Closeout works with the Senior Management Team to establish project priorities and timelines that ensure productivity, quality, and compliance while communicating closeout and transition status and escalating issues to Senior Management and GH-TAMS closeout committee as appropriate. The individual must have excellent communication, organizational, and coordination skills and be knowledgeable of USAID contract requirements.
Depending on assignment volume and staffing levels, the DD – Closeout may also provide administrative and logistical leadership and management of a limited number of complex assignments for the GH-TAMS project.
Specifically, the DD – Closeout will be responsible for the following tasks and activities:
- Work closely with the Project Director, Deputy Directors, IBTCI and Dexis HQ, and other members of the GH-TAMS closeout team to support implementation of the approved
project closeout plan. Coordinate tasks identified for the Project and F&A teams. - Ensure completion of programmatic checklists for completed assignments. This will include following up with Project Managers to complete checklists, working with the Deputy Directors of Projects to review and approve completed checklists, and identifying additional resources as necessary to complete the backlog of closed assignments checklists.
- Support the closeout team by providing written or verbal updates on closeout progress to the Project Director and other members of the closeout team if requested.
- Support drafting of the GH-TAMS Project Transition Plan, which will include at least the plan for transition of the website, database, all forms and spreadsheets, and all
government-funded property. Coordinate with the Project Director to ensure qualityand on-time delivery of this contract requirement due no less than 60 days prior to the
close of the project. - Support coordination with the follow-on project team during the transition of work as directed by the Project Director and in coordination with IBTCI and Dexis counterparts.
- Support drafting of the GH-TAMS Project Final Report programmatic narrative, which will include at least a summary of activities, progress made, and results achieved and an
explanation of implementation challenges and actions taken/planned to overcome the challenges. - Coordinate with the Project Director to ensure quality and on-time delivery of this contract requirement within one month of the completion of the contract.
- If needed, manage a limited number of complex, urgent, and/or client-sensitive assignments.
Qualifications
Minimum Requirements:
- 8 to 10 years of total work experience.
- 6 years of project management work experience in large, complex, and rapid response assignments.
- Experience with donor or USG-funded projects in a US headquarters environment.
- Knowledge of international development issues.
- Well-organized, strong attention to detail, able to handle multiple tasks simultaneously, anticipates work requirements and solves problems.
- Outstanding written and oral communication skills.
- Team player, flexible, and proactive.
- Familiarity with Excel, database use, and presentation software (Microsoft Office).
- Oral and written fluency in English.
- Knowledge of international public health and/or other development fields is preferred.
- Fluency in another language (French or Spanish) is preferred.
Education:
- Bachelor’s degree in international affairs, global health, business, or related field.
- Master’s degree in international affairs, global health, business, or related field preferred.
Working Environment: Work is typically performed in an office environment. Currently IBTCI is allowing for hybrid work in the District of Columbia, Maryland, and Virginia (DMV) area. This can be updated by the company.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position may have supervisory responsibilities.
Work Authorization: Candidate must be authorized to work in the U.S.A.; visa sponsorship is not available for this position.
