The Deputy Director is responsible for oversight and implementation of all direct service programs in the Abilene office.  Current programming focuses on refugee resettlement, economic empowerment, education, youth, health, and food and agriculture initiatives.  The Deputy Director will also support a wide variety of office management and administrative responsibilities. This role will represent IRC and engage regularly with external audiences to increase awareness, generate support, and raise visibility of IRC’s work and client needs in the Abilene area. This position is based in Abilene, with regular onsite presence within the office. 

Major Responsibilities

The Deputy Director works in close coordination with the Executive Director to achieve the following goals:

Compliance & Administration

  • Ensure that programs comply with all contractual, reporting, and match requirements.
  • Ensure quality data collection across all programs; oversee the production of reports and impact data to provide insight to internal and external stakeholders as well as inform future program design.
  • Ensure that programs maintain sound fiscal management including compliance with all HR and donor policies and procedures.• Represent office and assigned programs with HQ. Guide the implementation of HQ initiatives. 

Program Oversight

  • Ensure client success with a strong emphasis on empowerment through high quality service that supports clients to thrive in their community.
  • Ensure program activities are implemented consistently with donor requirements and provide technical support, oversight, and leadership to internal and external stakeholders. 
  • In cooperation with the development team, create and implement an annual fundraising plan and strategy with measurable goals and objectives to expand and support existing programming, including meeting match requirements with an emphasis on financial fundraising over in-kind.
  • Create close programmatic linkages between all teams; proactively implement processes and procedures that ensure clients are connected to relevant programs throughout the agency. 
  • Work closely with staff to promote strong relationships across programs while fully implementing a client-centered service methodology across all service areas.
  • Ensure that all program areas have strategic plans leading to the sustainability and growth of programming; support new project design and program development.
  • Develop and maintain strategic community partnerships with other service providers, government agencies, foundations, employers, and other key stakeholders.
  • Represent the office in external meetings; serve as a lead with media, community engagement, and advocacy efforts.
  • Work with the Finance Manager and program staff to monitor and manage all program budgets and oversee that program outcomes meet proposed goals.

General Management 

Provide high level leadership to program supervisors including:

  • Regular one on one meetings with all direct reports.
  • Leadership of office management team composed of supervisors of each program area. 
  • Effective delegation of duties and responsibilities.
  • Consistent and ongoing feedback and communication. 
  • Extensive professional development support and coaching of team members.
  • Recruit, hire, train and supervise team members. 
  • Write and review donor reports for content and accuracy prior to submission.
  • Oversee grant tracking and billing, coordinating narrative reporting.
  • Assist Executive Director and Finance Manager in budgeting process.
  • Maintain open and ongoing communication with the Executive Director, Development and Finance leadership, and other key positions. 
  • Other related duties as assigned.

Job Requirements

Education: 

  • Bachelor’s degree required; graduate degree in business, non-profit management, public administration, or human services related field preferred.

Work Experience:

  • Experience in successfully implementing refugee resettlement, immigrant services, human trafficking programs, and/or similar programming serving vulnerable populations. 
  • Minimum of eight (8) years of professional work experience with progressive levels of responsibility, including supervisory and program management experience.
