Context:
Under the direct supervision of the Senior Director, Office of Strategy and Organizational
Performance, the incumbent is responsible for providing support and strategic advice to the Director in leading, directing and managing the Office of Strategy and Organizational Performance in addition deputizing functions for the Director.
Core Functions / Responsibilities:
- Support and provide strategic advice to the Senior Director on IOM’s efforts to strengthen organizational performance, strategic planning, risk management, and institutional reporting.
- Identify key strategic priorities of Member States and their regional bodies and institutions(European Union, African Union, Regional Economic Commissions, etc.) in coordination with relevant IOM Offices.
- Play a key role and provide substantive and strategic inputs to the operational aspects of IOM’s Strategic Plan and its cascade organization-wide, including associated planning, monitoring and reporting processes in order to support Headquarters, Regional and Country Offices.
- Provide strategic advice to the Director on standards and good practices in strengthening institutional Results-Based Management (RBM) and strategic planning approaches considering the Strategic Plan.
- Propose and recommend areas for synergies, collaboration, alignment and combined deliverables amongst Institutional Performance, Institutional Risk and Strategic Planning and Results Divisions.
- Organize and coordinate Office inputs and reports to intergovernmental bodies on relevant programmatic/substantive issues before IOM’s Governing Bodies.
- Represent the Office at internal meetings (working groups, task teams, and committees) as well as external meetings (Member State briefings, UN system meetings, as well as bilateral meetings).
- Play a key and strategic role in managing the Office’s strategic planning processes, including preparing workplans as well as budget requests, and undertake financial oversight and reporting.
- Play a key and strategic role in managing the Office’s human resources, including coordination of recruitment as well as promoting professional development of personnel in the Office.
- Acts as Officer-in-Charge in the absence of the Director.
- Perform other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Business Administration, Public Administration, International Relations, Law, Social or Political Science or related field with fifteen years of profession experience.
Experience
- Experience with the preparation of background papers, and talking points for senior management is required; and,
- Experience in strategic planning and organizational performance issues in the context of international organizations.
Skills
- Ability to produce concise reports and papers on strategic planning and organizational performance issues;
- Excellent negotiation and communication skills, and ability to advocate for IOM’s Strategic Objectives.
- Effective leadership skills with the ability to supervise and coach/lead staff; and,
- Ability to incorporate gender perspectives and ensure the equal participation of women and men in all areas of work.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
