The Deputy Director, Relief and Social Services reports to the Director, Relief and Social Services.

Responsibilities

– Takes the lead on policy definition and field operationalisation related to refugee registration and eligibility. Will promote and develop the Agency’s focus on building a solid evidence base to inform services for the most vulnerable, coordinating with other UNRWA Programmes to enhance alignment, accuracy and improve services provided to Palestine Refugees. – Takes the lead in preparing technical instructions and guidance tools for interventions related to relief and social services, and updates these based on contextual development and findings from reviews and evaluations; ensures programme planning, monitoring and evaluation are guided by high-quality data and studies; contributes to and/or conceptualises the respective research design and management. – Engages with external stakeholders such as host governments and UN Agencies for alignment and resource mobilisation for programme policy development and implementation, with an emphasis on data-driven decision-making. – Guides restructuring and modernization efforts at HQ and field level; supports their specific development of work plans, leads regular reviews and stock-take exercises, and introduces adjustments as required. – Represents the Agency in relevant technical forums and fosters alliances and partnerships including for resource mobilisation purposes; acts as Officer in Charge of the Relief and Social Services Department in the Director’s absence.

Education

An advanced university degree (Master’s or equivalent) from an accredited educational institution in humanitarian studies, international development, economics, demography, social policy or a related field with a data and research methods component is required. Ph.D level in one of the required academic qualification stated above is desirable.

Work Experience

At least ten years of progressively responsible and relevant professional experience in the field of data collection and analysis to inform humanitarian and development assistance is required. At least five years in a senior/managerial position in a large institution, international or inter-governmental organizations, involving evidence-based programme planning, implementation and monitoring as well as drafting policy notes and technical instructions is required. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. Prior working experience in the Near East and knowledge of the political, social and economic realities of the region is desirable.

Languages

Excellent command of written and spoken English is required.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This is a UN Regular Budget post. Type of Contract and duration: 2 years, with the possibility of further extension. The incumbent will be required to travel in the Agency’s area of operations (Syrian Arab Republic, Jordan, Lebanon, West Bank and Gaza Strip).
