The Office of the WHO Representative represents the Director General and the Regional Director in countries, The office of the representative leads WHO’s country level planning, resource mobilization, implementation and monitoring and reporting of results in line with the mission, core functions, strategic priorities, and strategic and organizational shifts set out in the General Programme of Work. The Office also coordinates with health development partners and with the UN system in the country, territory and area in order to achieve national health objectives as well as global and regional health goals and commitments.
The incumbent will be expected to perform thefollowing duties:Support the head of the WHO office in providing expert, strategic, technical and programmatic advice guidance to Member States in their delivery and implementation of national public health policy, strategy and plans. Provide authoritative advice to the head of the WHO office, propose and develop national, technical public health strategies, policies and programmes for implementation through collaboration with national authorities, public health partners and stakeholders at the country level. Recommend health-development initiatives in the areas of health systems’ planning,management and strengthening, and partnership building at country level. Lead the country office’s technical and capacity-building work, including in the area of public health systems and programmes, ensuring their implementation inline with national strategies and results. Provide technical support to the head of the WHO office and partners in delivering sustainable measures following an emergency, situations of chronic or acutecrisis, or in early recovery and transition. Provide oversight of and ensure the development and submission of monitoring and reportingon technical public health initiatives at country level.Deputize for and represent the head of the WHO office at official meetings with thegovernment, national counterparts, donors, UN agencies and other stakeholders.Manage the overall compliance and performance management standards of the country office, including defining work planning parameters to establish performance standards, accountability, and indicators for progress monitoring and reporting.Ensure internal controls are in place and adhered to, in order to ensure due diligence and mitigate financial risk to the Organization at country level.
Essential: Advanced university degree (master’s level) in a relevant field (such as epidemiology, public health, medical, social sciences).
Desirable: PhD in public health management, social sciences or another related field. Specialized training in epidemiology, health management or public administration.
Essential: A minimum of 10 years of work experience relevant for the position (managing and developing technicalpublic health programmes), a significant part of this to have been obtained inan international level.
Desirable: Demonstrated experience in managing diverse teams and financial resources at international level.
Public health programming. Programme and financial management and/orthe administration of complex health programmes and services at theinternational and country level.Conceptualizing and coordinating thedevelopment of strategies and public health policies.WHO or other UN agencies’ governing mechanismsand procedures in planning and programme management. Ability to lead and coordinatemultidisciplinary teams, projects and programmes

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3779 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
