Education:
Second-level university degree in public/business administration, management, finance, personnel management or related field or proven professional experience in all aspects of general administration (personnel, finance, etc.)
Experience:
Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Tasks and Responsibilities
Under the general supervision of the Head of the Office of Central Co-ordination (OCC), the incumbent will be:
1. Overseeing the project management cycle, including the assessment and review of project proposals, and providing overall guidance to the Mission management from project development to evaluation; in doing so, liaising with the Department of Administration and Support, the Office of Political Affairs and Communications, as well as the Office of Legal Affairs to ensure that the approved project proposals are in line with the Common Regulatory Management System and with the OSCE mandate and policies;
2. Assisting in the strategic design, drafting and editing of all Performance Based Programme Budgeting (PBPB) related documents;
3. Co-ordinating the drafting of the annual Mission Implementation Plan, as well as its progress report and its end-of-year review;
4. Advising on and undertaking assessment of targeted Mission projects and programme activities in terms of their consistency with its strategic aims and objectives, and providing analysis to the Management of the Mission;
5. Co-ordinating the development of and implementing procedures to assure effective and efficient review of the Mission’s project portfolio;
6. Co-ordinating, on behalf of the Fund Manager, the implementation of all extra-budgetary contributions, and liaising with the donor community on all project related issues, including requests for change of project activities, narrative and financial reporting;
7. Co-ordinating and conducting, as required, project management training programmes for Mission staff, and routinely reviewing PCM policy and procedures, issuing guidelines and toolkits for project managers;
8. Overseeing the preparation and clearance of thematic reports, research studies and assessments through advice on methodological issues, and reviewing them, as stipulated in the relevant SOP;
9. Liaising with the OSCE Secretariat as the primary point of contact on project management and PBPB related issues;
10.Supporting, where appropriate, the Head of Office in the management of the OCC, including in administrative, human resources and budget matters, and acting as first level supervisor to the staff members of the Office of Central Co-ordination, providing general guidance on co-ordination matters;
11. Acting as Head of Office when needed;
12. Performing any other duties as required.
