MSF ou Médecins Sans Frontières est une organisation humanitaire internationale qui apporte une aide médicale d’urgence à des populations confrontées à des crises menaçant leur survie, et ce, depuis bientôt cinquante ans. D’ailleurs Médecins Sans Frontières a reçu le prix Nobel de la Paix en 1999. Zones de conflits armés, épidémies, pandémies, catastrophes naturelles ou accès limité aux soins de santé, voici nos terrains d’intervention. Toutes ces situations nécessitent des ressources médicales et logistiques adaptées dont les autorités sanitaires et les ministères de la Santé ne disposent pas, ou pas en nombre suffisant, c’est pourquoi une assistance médicale internationale est essentielle aux populations.

 

Si vous avez entendu parler des actions humanitaires MSF, c’est parce que MSF prend la parole publiquement pour tenter de faire sortir une crise de l’oubli, alerter l’opinion sur des exactions commises loin des caméras, critiquer les insuffisances du système de l’aide, ou lorsque l’assistance est détournée de son objectif premier pour servir des intérêts politiques. 

 

Réunies autour d’une même charte, les équipes de MSF sont composées de personnel médical, logistique et administratif venant de tous les continents. Context

At the heart of the Department of Operations of the MSF Geneva Operational Centre (OCG), the “Cells” are the direct interface from headquarters to the field missions under their responsibility. Each member of the Cell is in charge of a specific component under the supervision (functional link) of a Program Responsible, with a hierarchical link with the coordinator of the corresponding service in the mission.

Cell 5 (located in Amman, Jordan) currently supports three missions: Lebanon, Iraq and Yemen.

Cell 5 is made up of a multidisciplinary team of 9 people: Program Responsible, Deputy Program Responsible, Medical Polyvalent Responsible, HR Operational Partner, Operations Logistics Referent, Supply Referent, Finance Controller, Strategic Communications Advisor, Cell Executive Assistant.

The Deputy Program Responsible (ARP) and the Program Responsible (RP) are central positions in MSF, accountable for the activities of the organisation in the field and acting as interface between the missions and the headquarters.

The Deputy Program Responsible, working under the Program Responsible, makes sure the key medical and/or humanitarian stakes are identified within each mission and project as well as follows up on key activities in the domains of operations, risk management, advocacy and communication.

 

Objectives of the position & scope of responsibilities

As delegated by the Program Responsible, the scope of responsibilities include but are not limited to:

  • Ensures the overall relevance, timeliness and quality of MSF assistance to populations,
  • Steers the operations’ planning cycle and mobilizes necessary resources,
  • Determines the way MSF addresses key stakes and the positioning of the organization,
  • Creates and maintains a network of relevant political, humanitarian, medical, academic contacts,
  • Monitors the level of exposure to risk affecting the teams in the field and validates the security frame,
  • Supervises, advises and supports the heads of mission in their global responsibilities and duties,
  • Organizes the best level of headquarter and regional MSF support capacity from the Region and in Amman in particular & the Middle East Support Office to field operations,
  • Monitors the implementation of programs and is accountable for timely reporting,
  • Aims at constantly improving MSF’s medical assistance.

Requirements Education

  • A university-level diploma or tertiary degree (Medicine, Public Health, Paramedical domain, international relations or other relevant academic qualification)
  • Four years of relevant work experience may be accepted in lieu of a tertiary or university degree

Experience

  • Successful experience in the field of humanitarian aid as an MSF Head of Mission, Medical coordinator or Emergency coordinator
  • Expertise in the analysis and management of unstable contexts and crisis situations and experience and interest in medical, social, economic and political issues in countries undergoing humanitarian crises (one-off or long-term) or in the process of development are a plus.
  • Proven affinity in advocacy
  • Strong experience in advocacy, building and maintaining networks and communication
  • Working experience in the humanitarian sector in MENA

Technical competences

  • High level representation and diplomatic skills; an aptitude for negotiation
  • Strategic planning and orientation skills
  • An aptitude for analyzing humanitarian contexts; knowledge of medical issues and MSF’s intervention strategies
  • Program design, management and monitoring
  •  A capacity for conceiving and planning medical programs, setting up a network, animating and motivating teams, organizing roles and delegating tasks
  • Problem-solving and service orientation
  • Leadership and team management skills: ability to build and develop diverse and inclusive teams
  • Ability to work in a multicultural environment
  • Excellent writing skills

Contract

  • Full-time position 100%
  • Commitment to 3-years term, renewable once and maximum 6 years assignment (mandated position)
  • Position based in Amman with regular visits to the field (25% of the time in the field)
  • Ideal start date: ASAP
  • Gross monthly salary: JOD 4400 (+ seniority in MSF) according to the internal regulations and salary grid of MSF in Amman
  • Relocation package for staff recruited from abroad
