DEPUTY REGIONAL DIRECTOR – AFRICA

ABOUT IsraAID:
IsraAID is an international not-for-profit NGO founded in 2001 and headquartered in Tel Aviv, Israel with country offices in five (5) African countries. For over a decade, our teams of professional humanitarian teams including medics, search & rescue squads, post-trauma experts and community mobilizers, have been first on the front lines of nearly every major humanitarian response in the 21st century. We currently implement resilience programs targeting displaced populations and the host communities across the four sectors of Education, Health and Nutrition, Protection and WASH.
The Regions, Resilience and Programs (RRP) sub-department intends to strengthen the Africa Regional Desk by recruiting a Deputy Regional Director to strengthen the coordination and oversight role over the Africa Country Offices. Operating in Africa since 2011, the Africa Regional Desk oversees the Country Programmes in Kenya, Malawi, Mozambique, South Sudan, and Uganda.
ABOUT THE POSITION:
Reporting to the Regional Director, the Deputy Regional Director of Africa will lead processes that ensure program quality and operational efficiency across the region, driving performance and standards in all organizational areas. With oversight of key operational functions in the region, the Deputy Regional Director will work closely with the Regional Director of Africa, and other members of the Technical Unit to lift the quality of programs and the performance and accountability of Country Offices, ensuring they are reputationally sound, investable and high performing, ultimately leading to greater impact of IsraAID’s work on the ground.
SPECIFIC RESPONSIBILITIES:
Strategic Leadership
- In coordination with the Country Office (CO) and in alignment with the IsraAID Global systems, develop and implement best practice organizational policies and supporting procedures aligned to overall strategy, building organizational resilience, and enabling IsraAID to reach its goals, support the Regional Director in planning for growth, and respond effectively to change in the region.
- Supports and guides CDs in the articulation of their strategy and work plans based on guidance from RD
Leadership
- Supports the Regional Director in the management of the Regional Desk in close collaboration with the Senior Programme Officer.
- Provides leadership to the Regional Desk in the absence of the Regional Director.
- Backstopping for ongoing operations and programs in the COs.
Program Quality and Operational Effectiveness
- Oversees the management of the regional program, ensures the coherence of all program activities in the Region with corporate priorities and ensures the integration of results-based management in all program activities.
- Support and lead the development of new projects/programs in the region and CO. Cover for CDs in larger missions, as needed.
- Working with the COs and the Technical Unit, metrics and the Regional Desk to build and roll out a CO performance framework that lays out program quality and operational effectiveness standards and metrics and develops a monitoring mechanism to track CO performance.
Representation
- Have a thorough understanding of IsraAID’s mission statement, organizational identity, and theory of change.
- Raise the profile of IsraAID, work, and country missions through active participation in Interaction forums and external events when possible.
- Serve as an advocate for the country’s missions and the organization.

Safeguard Responsibilities
- Establish a safeguarding culture across all levels of the program by implementing the safeguarding policy. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
- Responsible for ensuring team members are appropriately trained, and supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.

Requirements

Education
- At least a master’s degree in project management, International Development, Social Sciences, or other fields relevant to the work of IsraAID.
Experience
- Proven leadership profile with a minimum of 10 years of progressive management experience working in humanitarian settings managing emergency, recovery, or development interventions at the international level across at least two continents including at least 5 years of experience working in Africa (A MUST).
- Knowledge and experience managing Education, Health & Nutrition, Protection and WASH programming and a strong familiarity with the IASC guidelines for interventions in humanitarian settings.
- Practical experience in program design, implementation, and monitoring and evaluation, in line with the needs and challenges of donor and contract management and the implications for program management
- A diverse background in programs, with a strong understanding of M&E, strong analytical skills, and experience leading strategic planning processes.
- Proven experience in the financial management of significant budgets
- Proven ability to network and influence peer agencies, local government, and community leaders to work effectively towards a common and agreed-upon result.
- Donor engagement and ability to mobilize resources to grow and secure new donors. Significant experience in working with institutional donors including UN bodies and private foundations is essential. Familiarity with international humanitarian coordination structures is mandatory
IT Skills
- Proficiency in using Microsoft Office Suite (Word, Excel, PowerPoint).
- Experience with database management and data analysis tools.
- Familiarity with communication and collaboration platforms such as Zoom, Skype, or Teams.
Languages
- Fluency in English is required.
- Knowledge of other languages is advantageous.
