Salary: $3,700.00 – $4,968.00 Monthly

The Washington Department of Natural Resources is looking for a Natural Resources Specialist 1 to support the Derelict Vessel Removal Program (DVRP), Vessel Turn-In Program (VTIP), and Budget Manager. DVRP and VTIP remove vessels that threaten human safety and navigation and have an impact on aquatic habitats and wildlife. This position provides technical and professional support to both DVRP and VTIP by managing contracting operations for the program. As part of contract operations, the position will manage a variety of contracts including, but not limited to, interagency agreements, master contracts, direct buys, and grants. The position will assist in developing and submitting grant and contract proposals or renewals and will maintain and monitor grants and contracts to ensure compliance. The position also provides program maintenance, which will ensure the program is managed in a manner consistent with statutory and agency directives. Program maintenance will include contributing to program databases, providing website content, updating program guidelines, liaising with external partners, and developing other program materials as needed.

Required Qualifications: 

  • BA degree in natural resources OR equivalent education and/or experience equaling 4 years. Technical experience in the development, administration, or termination of contracts is preferable.
  • Experience working with Microsoft Office applications such as Word, Excel, Outlook, Teams, PowerPoint, Accurint, ArcGIS Pro, and Ad Hoc reports.
  • Demonstrated commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices.
  • Perform assigned duties in a manner consistent with applicable laws, regulations, and public records retention and requests are followed.
  • Ability to write and manage state, federal, and interagency contracts. Ability to understand, interpret, and enforce contract terms.
  • Experience in handling customer service inquiries with tact.
  • Knowledge of: contracting laws, state contracting policies, agreements, etc.; business and professional services, practices and trends; sources of supply and cost factors, contract terminology and development.
  • Ability to effectively write letters, prepare legal documents and outreach materials, work independently, prioritize projects, and track multiple projects through multiple states, and state contracts.
