Introduction

UNDP hereby invites prospective proposers to submit a proposal for the design, development,deployment, and knowledge transfer of a secure Incident Reporting Mobile Application (the “Application”) to be used by District Authorities across Mahé, Praslin, and La Digue, with the Application deployed on a hybrid hosting model (cloud-primary, on-premise/DICT failover) consistent with national data sovereignty requirements.

The assignment seeks to achieve the following specific objectives:

  • Design and develop an Incident Reporting Mobile Application (Android-preferred; iOS optional) for District Authorities, enabling rapid capture of structured incident data, geolocation, and media evidence in connected and offline environments.
  • Enable end-to-end incident workflow management covering submission, verification, categorization, prioritization, escalation, tasking, status updates, and closure, with a complete and tamper-evident audit trail.
  • Ensure deep interoperability with the national DIMS ecosystem through implementation of the mandatory data standards, API specifications, and common taxonomies 
  • Implement a hybrid hosting architecture (cloud-primary, on-premises/DICT failover) with documented Backup and Disaster Recovery (Backup/DR) procedures. 
  • Strengthen data protection, cybersecurity, and operational continuity through offline-first functionality, resilient data synchronization, and security-by-design practices throughout the development lifecycle.
  • Pilot the Application in selected districts (Mahé, Praslin, La Digue) and deliver training, user documentation, and full technical handover to DRDM and DICT for sustainable operation and national scale-up.
