Design, Assembly, Delivery of Prototype Electric vessel (e-Alia) to Samoa

SUMMARY OF REQUIREMENTS

 

A feasibility study has developed a concept design for a new vessel with an adapted hull at the waterline; derived from the existing Alia to improve its efficiency, stability, and load-carrying capacity . This ToR is for the design and production of a prototype of an vessel. The main purpose of the proposed vessel (henceforth referred to as the e-Alia) is to carry passengers between the islands of Upolu and Manono. The e-Alia should have a minimum payload of 2000kg or 12 passengers and the boat operator. All 12 passengers shall have allocated seats. The minimum service speed shall be at least 10 knots.

This Request for Proposal (RFP) is aimed at selecting a Supplier (hereinafter referred to as “Boat Designer”) who will turn the concept design into a full build plan and assemble and deliver a prototype e-Alia and equipment in accordance with accompanying standards and requirements. All work carried out in connection with the construction and all new equipment fitted on board is to comply with International Maritime Conventions as well as IMO Recommendations applicable to a vessel of this size and service.

The e-Alia shall cover at least 16 nautical miles (approx. 30km) at full load to reach the furthest settlements on Manono island (Salua wharf and Apai wharf) and make two (2) return trips on a single charge. It is expected that the e-Alia will make on average five (5) round trips per day between dusk and dawn including onshore charging. The expected charging speed is explained further.  Most trips will between Manono Wharf in Upolu (Main island) and Faleu Wharf in Manonon island. There is no commuting expected at night, except for emergencies like transporting a person to a hospital from Manono to Upolu. The boat shall be equipped with navigation lights for safety at night, life vests as well as other safety equipment as per Technical Compliance Sheet (Annex A). Storage for the minimum safety equipment like life vests should be included in the design.
